Can the census and the boycott at the same time

An ideal census in a multiethnic society in which the rights of communities depend on their number is not possible. Thus, the census, from a simple statistical operation, immanently becomes political, regardless of the fact that the goals for which it is made are of wider state interest. Instead of a real insight into the number and demographic structure of the population, apartments and households, it turns into a typical ethnic census, creating an atmosphere in which Macedonians should fear that Albanians will be "more than they should be" and Albanians fear that we Macedonians we will "adjust" the census so that they are insufficient to enjoy the "illegally" acquired rights.
With such ethno-political fixation, the state of Macedonia has not been able to conduct a simple statistical operation for 19 years, although lately both have feared that migration movements have demographically devastated the country and that the numbers they advocate are unattainable.
Otherwise, when it comes to the census, it is essentially a classic mistrust. Distrust in the institutions of the state, of the ethnic communities and parties, then of the enumerators who are under party or ethnic influence and finally distrust of the citizens themselves who have to give accurate data when they are enumerated.

Therefore, in order for the census to be applicable in practice, and for the results to be generally accepted, there had to be a minimum of political and ethnic consensus. But even this time, the government and the opposition did not find points on which they could agree, although there were such moments. Guilt should certainly be sought from both. Because the government fails to find a way to accept some of the remarks of the opposition that deserved attention, even when it comes to activities of state interest, and such an effort is not left out when it comes to "third parties" such as in the dispute with Bulgaria explicitly denying Macedonian uniqueness. The opposition, with its stubborn behavior that everything that is not in agreement with them, they do not recognize, even when it comes to higher national interests.
But since that did not happen, the democratic rule of a "minimum" parliamentary majority applies, which will bring the law into force. In this way, he will be voted by the ruling majority, but now he is also supported by the Albanian opposition parties, which had their own remarks during the debate.
Only VMRO-DPMNE remained in its positions against this law, which it will defend with a kind of boycott of the census and by collecting signatures for CANCELLATION of the newly adopted law on census.
However, it remains unclear how this party will implement the boycott of the census. Does this mean that the party leadership and its supporters will not fill out the questionnaire when the enumerators come to their homes, or like all citizens will enumerate, but later for political reasons will not accept the results of the census on which they themselves participated.
According to the resistance that VMRO-DPMNE is making regarding the census law, it turns out that Macedonia should forget about this statistical operation until such a methodology is found that will show that Albanians are not "overcrowded", or are not enough for to be able to claim "more" rights.
But even in the period during which they were in power for a long time, they did not manage to come up with an appropriate "modus vivendi" that would give such results. Their last attempt at a "market" solution to the census failed in 2011.
Given this experience, they now impose the thesis of a "real" census, the only one they consider possible, with a fingerprint. If this is not the case, they are already bidding for an allegedly "agreed" census between the government and the Albanian parties, which should "count" about 35% of Albanians in the country. There is certainly no evidence for such claims.

In its political battle, VMRO-DPMNE decided to hang itself on the political scene again, losing the support of both the Alliance for Albanians and Alternative, which were convinced that they were becoming a relevant united political force in opposition. This all the more so because
The census law, which they intend to repeal the current one, should still get a parliamentary majority. For such a law, there is no need to collect signatures on Facebook at all, because the MPs of VMRO-DPMNE are already sitting in the Parliament, which is the only place where the laws are proposed and adopted.
After all, a census may not patch up the decades-old demographic gap, but it can be the basis for future censuses to correct the weaknesses of the present.
