The government proposes to the Parliament to adopt the law on financial support for socially vulnerable citizens after a shortened procedure

At today's session, the Government reviewed and determined the text of the Draft Law on Financial Support of Socially Vulnerable Categories of Citizens, for Dealing with the Energy and Price Crisis, proposed by the Ministry of Labor and Social Policy, after which the Government will send it to the Parliament with a proposal to be reviewed and adopted after a shortened procedure.

The proposed legal solution regulates the beneficiaries of the financial support and the amount, the method of providing and the payment of the financial support to the socially vulnerable categories of citizens.

Beneficiaries of the financial support provided in accordance with the Draft Law, as announced by the Government, are persons from socially vulnerable categories of citizens, i.e. beneficiaries of a special allowance, beneficiaries of the right to compensation due to disability, single parents, who are registered beneficiaries of a guaranteed minimum assistance, beneficiaries of the right to a pension in the amount of up to 19.000 denars, students from primary or secondary education, whose families have a total monthly income of net salary up to 50.000 denars and students who live outside the place of study.

The financial support for beneficiaries of a special allowance, beneficiaries of the right to compensation due to disability and single parents, who are registered beneficiaries of guaranteed minimum assistance - is scheduled to amount to 2.000 denars per month, for a period of five months, starting from December 2023.

The financial support for pension beneficiaries in the amount of up to 19.000 denars, for a period of five months, is also scheduled to start from December 2023 and amount to 3.000 denars per month for pension beneficiaries up to 14.000 denars, 2.000 denars per month for pensioners. with a pension of 14.001 denars to 16.000 denars and 1.500 denars per month for pension beneficiaries who earned income based on a monthly pension in the amount of 16.001 denars to 19.000 denars in the previous month of the month in which the financial support is paid.

The financial support for primary and secondary education students is planned to be 1.200 denars for primary and 1.800 denars for high school students, and that aid will be paid for six months, starting from December.

Financial support for students who live outside the place of study is provided in the amount of the monthly ticket for intercity traffic from the student's place of residence to the place of study, in an amount not less than 600 denars and not more than 1.200 denars per month, for a period of seven months, starting from the month of December 2023.

The Government announced that the payment of financial support for: beneficiaries of a special allowance; beneficiaries of the right to compensation due to disability; single parents, who are registered beneficiaries of guaranteed minimum assistance and beneficiaries of the right to a pension in the amount of up to 19.000 denars, it is planned to be carried out without the submission of a request by the beneficiaries, based on the data from the records of the social work centers and the Fund of pension and disability insurance.

For the acquisition of the right to financial support for students from primary and secondary education, the Ministry of Education and Science publishes a call on its website, which is scheduled to last 7 days from the day of publication, and together with the call, the corresponding application documents. The application is submitted to the school where the student is enrolled. For students who did not apply or did not meet the conditions for receiving financial support in the previous calls, it is planned that the Ministry of Education and Science will announce a call every month, no later than the 5th day of the month, and any call lasts 7 days from the day of the publication.

For acquiring the right to financial support for students who live outside the place of study, the Ministry of Education and Science is expected to publish a call on its website, within 7 days from the day of publication. To receive the financial support, the student registers on the e-uslugi.mon.gov.mk application and enters and submits data and evidence that are indicated as necessary. M
