The Ministry of Health whose representatives did not attend today's coordination meeting in CMC on the occasion of the retaining wall on st. Belgrade, behind the Children's Clinic, which collapsed a week ago and poses a danger to the citizens, will have to be built, as a temporary solution to the problem that has been accumulating for years, as the settlement grew on the low slopes of Vodno above the Clinical Center.

The mayor of Skopje, Danela Arsovska, speaking about the problem, emphasized that the solution should not be purely cosmetic, and asked those present who would tackle a partial solution and be responsible for greater consequences, but advocated for a systemic solution, why the danger is located in the above parts of the settlement where the canal cut is interrupted in several places and the water flows towards "Belgradska" street and undermines the supporting walls.

- The meeting was supposed to be attended by experts from the field of underground water, geodesy, and a new design of the drainage network should be carried out, because we do not know what we are facing. The problem is being scratched on the surface, we are not solving anything. If the canal part is solved, nothing will be solved for the houses above the street, the problem lies in the buildings that are 300 meters above and with supporting walls and a larger size, said Arsovska.

- I think that the Ministry of Health should build a retaining wall. We, as a local self-government, issued the decision to him on June 13, and it says that it should be implemented immediately. The Ministry of Health did not act according to Article 98 of the Law on Building, that is, it should have taken care of this building through current-investment maintenance. If the Ministry of Health does not build a retaining wall, the Municipality will do it at its expense, decided by the Municipality of Centar.

Mayor Arsovska expressed her willingness to cooperate with the Municipality of Centar in order to solve the problem with the underground water which is already on the surface, and that issue remains with the competent local authorities, the City of Skopje and the Municipality of Centar, for capturing the water on Belgradska Street and inserting it into the existing storm sewer.

- In the long term, the problem is much more serious and bigger and it is a question of the complete capture of underground water from Vodno, why part of the canal network was built in the 50s of the last century, it was destroyed, buried, and part is maintained. We currently do not have the full maintenance of that system. A completely new system needs to be built and that would take years, maybe even a decade, but that is a state problem that will be solved in the future. Acutely and immediately, only the repair of the fence, which is under the responsibility of the Ministry of Health, can be done because it is a fence for one of their facilities, the University Clinic, and they will have to solve it, said Dragan Tarchugovski, State Secretary at CMC and added that such a project would could cost up to 10 million euros.

Immediately after this meeting in the CMC, the conclusions will be sent to the Ministry of Health, but the action will await the new Minister of Health. The Ministry of Interior, for its part, will help regulate traffic and security when the work on the collapsed retaining wall begins.
