VIDEO: The southern Russian city of Voronezh has declared a state of emergency after a drone crashed into a residential building

A drone crashed into an apartment building in the southern Russian city of Voronezh today, in what investigators called a "terrorist act" in the interest of Ukraine, prompting the regional governor to order a state of emergency.

Three people were slightly injured in, as regional governor Aleksandar Gushev claims, the terrorist and sabotage action.

Russia's State Investigative Committee, which deals with serious crimes, said it had opened a criminal case against "persons acting in the interests of the military-political leadership of Ukraine."
