VIDEO INTERVIEW | Tsatsa Nikolovska: Our mandate is absolutely not to redefine the Constitution, the people should not be manipulated

The president of the working group preparing the proposal for the initiative on the need for amendments to the Constitution, Margarita Tsaca Nikolovska, in her guest appearance on the program "Utrinski pechat" denied the lies spread by the opposition that their mandate is to redefine the Macedonian constitution, even though there are a series of documents from the Parliament, the Government and Ministry of Justice on why and how the Working Group was formed.

- Our mandate is absolutely not to redefine the Constitution. The fact that certain people want to show that, I don't know where they get it from. They say that they have insiders who provide them with such information. We in the Working Party itself have agreed. I call on them, if they exist, if they leak certain information, to at least provide real information, to say what we have been working on until now. We have created the Rules precisely for these situations so that we do not have to escape from these situations, we have an escape from what is our mandate. We also have solutions that state what and how. Everything else that the political parties are talking about is their opinion, and we cannot stop it or deny it, said President Tsatsa Nikolovska.

She emphasized that there is no redefinition of the state, the Macedonian identity and what the Constitution means.

-Macedonian identity through language, through the existence of a people is very decisively stated in absolutely all international and national documents and making only some confusion in this whole environment is not right, not because of the insults I receive, let those insults serve them to the honor of those who make them, but the people should be properly informed and should not be manipulated, stressed Tsatsa Nikolovska.

Currently, the working group is working on exactly what needs to be changed in the Constitution, i.e. where the term "part of the peoples" is used, why does the preamble itself start like that "Macedonian and part of the Albanian, part of the Turkish" and lists them as "part of the peoples" where it should be expanded into an enumeration, an enumeration of the parts of nations.

- Bearing in mind that the framers of the constitution themselves from the very beginning when formulating the Preamble and when formulating certain articles of the normative parts of the Constitution in the section of the diaspora and in the section of the Committee of Communities opened a door, left the door open with the word "and others" and here we can also insert other peoples for whom we now have demands and an obligation to include those peoples in the Constitution, as we included a certain number of peoples at the very beginning, says Tsatsa Nikolovska.

She emphasizes that these changes will be made through constitutional amendments, because the technique of changing the Constitution is through them, and what they will contain is another question, says the former constitutional judge.

- So far, 36 amendments have been proposed and they speak exactly in which way that certain sentence in a certain part of the Constitution is changed. And that preamble is absolutely changed several times and now in fact nothing changes in the preamble from what it means values, which means all parts of the people and the Macedonian people should take them into account and should respect them. Each of those parts of the preamble means something - both a right and an obligation, both of the citizens and of the state, i.e. of the institutions of the state, if these elements that are listed are not treated or executed in a way that is in accordance not only with the international regulation, but also with our domestic regulation, said Tsatsa Nikolovska.

When asked whether there are suggestions to differentiate the two peoples, Bulgarian and Macedonian, and to differentiate them by identity and language, or whether there are no such suggestions, Tsaca Nikolovska answered:

- On the one hand, Macedonian identity and language and on the other hand, Bulgarian identity and language are treated as different values ​​in all discussions. According to the census, we have 3.500 Bulgarians. What they did or did not do to fulfill or not fulfill their obligations. They live here. What about the Slovenians, the Montenegrins, the Vlachs? Let historians resolve the conflict in history. Here we are dealing with which parts of the people live in the territory of Macedonia and what rights they may have. We have declared ourselves as a country that is multicultural and multi-ethnic, as a country that provides rights and freedoms to everyone, and as a country that is against discrimination. In all these contexts, if we put some peoples on one side and other peoples on the other, everyone should ask themselves how these peoples living in Macedonia should be different from other peoples. I am not talking about the behavior of part of the Bulgarian government in relation to the Macedonian issue and in relation to identity. They obviously have more steps towards denial. However, the issue is that these people who live on the territory of Macedonia and have Macedonian citizenship should bear the consequences of some politicians from Bulgaria, emphasized Tsaca Nikolovska.

When asked whether Bulgaria will accept the amendment of the Preamble to the Macedonian constitution, Tsaca Nikolovska answered: h

- I don't know that. We are experts and we pay attention to what international standards, national standards mean and how they do not contradict international standards. The skill is to convince them that we behave as a country that respects rights and freedoms. Here, the young Pendikov first declared himself as a Macedonian, and then as a Bulgarian. Everyone has the right to present their opinion and everyone has the right to change their opinion, Tsatsa Nikolovska said.
