The dialogue with Bulgaria is entering a dead end, the problems are becoming insurmountable and the neighboring country has even asked for a Special Government Commission to monitor Bulgaria's rights in the RSM. The situation with the rights of the smaller ethnic communities in RSM is explained by the Deputy Chairman of the Commission for the rights of the smaller ethnic communities in RSM, Dzelal Hodzic.

- The Agency for the Rights of Smaller Ethnic Communities was established in 2008, when there was more euphoria about the road to the EU and the request for benchmarks. The agency aims to monitor the rights of fewer communities in a number of areas, such as mother tongue education, culture, use of language and symbols, presence in the administration and presence in the media. When I looked at the documents of the associations of the smaller ethnic communities I saw that there were none of the Bulgarians in Macedonia. I called them and we talked. I noticed that Bulgarians do not trust the institutions. These issues such as equitable representation in the administration did not interest them. "I can conclude from the conversations with them that they were only interested in the true interpretation of history," Xhelal Hodzic, deputy director of the agency, told the Utrinski briefing.

Regarding the requests for inclusion of smaller ethnic groups in the preamble of the Constitution, Hodzic said that there are already several requests for that.

- The Torbe community in Macedonia requested that. They have over 4.000 members registered with the Census, the Egyptians, and the situation with the Croatian community is interesting. The relatively small Macedonian community is established in the Constitution and the Preamble of Croatia, and in our country the Croats are not. Former Prime Minister Zaev previously promised that they would be included in the Preamble of the Constitution of the RSM. Unfortunately, the Preamble of the Constitution, which is only a preamble and does not mean an essential part of the Constitution that is civil, unfortunately causes some discrimination and it is an issue that according to European practices, we will have to open regardless of the dialogue with Bulgaria. . The example with Croatia is very explicit. "Before joining the EU, the Union told them, either you will list in the Constitution all those who want to be inside or you will delete everyone," Hodzic explained.

The Commission tries to represent the smaller ethnic communities in Macedonia in all possible ways and occasions, but the decision to change the Constitution is made by the Assembly.

- The story that was placed on the request for reciprocity does not hold water and arguments should be given on that topic. When the Turks were asked to enter the constitution, no one asked the Macedonians to be included in the Turkish constitution or the position of the Serbs in Macedonia is better than the position of the Macedonians in Serbia, here their situation is legally better. Bosniaks in our country are in the Constitution, in BiH the Macedonian minority is not. In Croatia, the Macedonians are in the Constitution, in our country they are not. Reciprocity does not hold water, the Constitution regulates the interior of the country, says Hodzic.
