US President Joe Biden said last night that it was possible to impose sanctions in person Russian President Vladimir Putin, if Russia invades Ukraine.

Asked by reporters if such a thing was possible in the event of a Russian attack on Ukraine, Biden said yes.

The US president said he could transfer some of the 8500 US troops on standby in the near future, but vowed that US troops would not be deployed in Ukraine itself.

The United States generally refrains from imposing sanctions on foreign leaders, a former President Donald Trump introduced sanctions for Venezuelan President Nicolas Maduro in 2017 and Iran's supreme leader, Ayatollah Ali Khamenei in 2019.
