After the first official meeting of the Presidents of the United States and Russia, Joe Biden and Vladimir Putin in Geneva, it was agreed that the diplomats expelled from Moscow and Washington would return to their duties. They were withdrawn earlier this year amid tensions and accusations from both sides. The two presidents adopted a joint Declaration on Strategic Nuclear Stability, discussing cyber security, human rights and Russia's role in destabilizing Ukraine. Biden said the talks were going in the right direction, and Putin said they were constructive.

For the first time since US President Biden took office, he is meeting with Russia's first man, Vladimir Putin. Although the conversation lasted almost four hours, it was shorter than planned. When asked by reporters why, Biden answered with a question - when was the last time the two world leaders talked for more than two hours and added that they cover the planned topics.

The general assessment of the meeting is that on many things the views are different but there is a desire for both sides to understand. However, there were tensions and disagreements on some topics. Among other things, regarding Washington's suspicions of cyber-attacks coordinated by Moscow.

In response to the allegations, Putin said cyberspace was extremely important to both countries, as evidenced by the recent attack on the US pipeline in Texas and the attack on Russia's healthcare system. Putin accused the US administration of not being particularly interested in seeing the attacks on Russia and of making insinuations in which only the United States is a victim, but not Russia.

Biden said he had told Putin that some areas must be outside the scope of the attack and provided him with a list of 16 defined infrastructure facilities in the United States that must be outside the scope of the attacks. "Of course, this needs to be demonstrated in practice, responsible countries must take action against individuals, and we will have experts working on an agreement on what is unattainable."

Along with the cyber-attack, Russia's role in destabilizing Ukraine can also be described as a point of contention. Putin dismissed Washington's concerns about Russia's growing military presence near Ukraine's eastern border, accusing Kiev of violating the Minsk agreement and starting to build up its military forces in pro-Russian areas. Russia, on the other hand, has been conducting military maneuvers on its territory and has not endangered anyone, Putin said.

The detention of opposition politician Navalny was also one of the topics criticized by Moscow. Biden told Putin that the United States was sensitive to human rights and that if anything happened to Navalny in prison, alluding to his possible death, Russia would face severe punishment.

Putin replied that Navalny knew he would face imprisonment and deliberately challenged her by breaking his probation, wanting to show he was a victim of Russia. "Even if Navalny is, he will have to face the law and Russian laws," Putin said.

After the meeting and the heated questions, the two presidents made statements at separate press conferences. The general conclusion is that the meeting passed in protocol statements without concrete agreements. Obviously, apart from the demonstration of the desire and despite the confrontations, the two sides to understand each other, the lack of mutual trust will prevail, but only pure interest.

Biden's encouraging tone that he was convinced that Russia did not want a new Cold War indicates that, despite declarative efforts, both Moscow and Washington are ready to continue if they are to wage a Cold War.

That apart from the declarative commitments, the two leaders have not made any progress in the relations so far is the fact that after the meeting for the first time in the history of the meetings of the presidents, they did not invite each other for an official visit to their countries.

Biden praised Putin for being a man who knows what he is doing, and Putin praised Biden for being a very different president from his predecessor, Trump, in a positive connotation.

In addition to the assessments that the meeting did not meet expectations, Donald Trump joined. He assessed that yesterday's summit was dominated by Putin and that the summit was a big part for Russia.

The United States has not received anything from the meeting and has left the world stage to Russia, Trump said, criticizing Biden for failing to stop Putin from doing the most important thing, which he said was halting construction of the Nord Stream 2 pipeline.

CNN analysts responded to Trump's remarks by briefly saying that the most important thing was that the meeting marked the return of "normal, adult people", alluding to the chaos that Trump has brought with him in American politics.

And whether the summit will have results will be shown in the coming period in terms of the numerous burning issues in global politics, where Washington and Moscow have diametrically opposed views and interests.

The general impression is that so far very few concrete things were agreed at yesterday's meeting between Biden and Putin.
