The Tetovo woman Anna Maria Blazevska she hasn't left the house for a year without an ultrasound device to protect her from stray dogs, after she was attacked by a stray dog last year that left a deep wound on her leg.
Last year, she was attacked by a homeless animal while leaving work.
"After I left work at the Tetex factory without any signs from the dogs that they were going to attack me, a dog bit me on the leg. Luckily there were bystanders who stopped with a vehicle and chased the dogs away, because there was a whole pack of dogs, which if they attacked me I think I would have had great consequences. I am a great lover of dogs and after this incident that happened, I can say that I have a trauma, that today whenever I pass by street dogs I feel uneasiness, because the injury that I got from the dog is not small", said Ana Maria Blazevska .
Due to the injury and the traumas experienced, Anna Maria Blazevska decided to sue the municipality. She won the case, but the local government appealed the amount, which the court decided to pay Blazevska as compensation.
The Municipality of Tetovo announced yesterday Rulebook on the method and procedure of determining and paying compensation for damage caused by bites from stray dogs. The goal is, as they indicated from there, that the Municipality of Tetovo should meet the citizens, by simplifying the procedures for such cases, as well as reducing them, i.e. avoiding court costs, as well as the costs of bailiffs and lawyers.
"Taking into account the situation with homeless dogs in our city and in the country in general, as well as the more frequent attacks, the Municipality of Tetovo adopted a Rulebook on the method and procedure for determining and paying compensation for damage caused by bites from stray dogs. The regulation in which the entire procedure is explained is published on the website of the municipality, together with the request that the injured person should fill out and submit through the archive to the Commission for handling requests for compensation for damage composed of experts, such as traumatologists and doctors from the field of psychiatry, said Milena Vuchevska, spokesperson of the Municipality of Tetovo.
Anna Maria Blazevska says that the problem with stray dogs should be solved, and not to adopt regulations and lead legal disputes with the municipality.
"And here where we are now talking along the entire main street there are dogs everywhere, in no case should the dogs be blamed, because I love that the local government and the state in general are the biggest culprits for this situation. Because if we had shelters, if all those dogs were taken care of, we wouldn't have incidents like this. "I think that the municipality should work on that, to solve the problem with the dogs, why should we sue and have regulations for the payment of those funds when this problem should be solved from the root," said Blazevska.
The police bulletin of SVR Tetovo is full of information about attacks on people by stray dogs every week. Rarely anyone sues the municipality due to long court procedures, as in the case of Ana Maria Blazevska.
However, a large number of the attacked who have already won the dispute do not hope for a payment, which should be made by the Public Utility Company, but they have no way, because the company has had a blocked giro account for a long time.
