Council of Ambassadors: Historical issues, language and bilateral protocol must not be part of the negotiating framework

Council of Ambassadors, referring to the results achieved by European Union Summit, considers that a historic step has been achieved with the granting of candidate status to Ukraine and Moldova as well as the open European perspectives for Georgia. However in terms of the aspirations of Western Balkans, the failure of the past years is repeated. Northern Macedonia and Albania did not receive a date for negotiations, Serbia-Montenegro stumbled, BiH did not receive candidate status, while Kosovo did not receive visa liberalization.

With regard to the negotiating framework proposed by France, the Council of Ambassadors considers this a multilateral document provides a hopeful basis for obtaining the date to start negotiations with the EU, but with a few remarks.

Bilateral protocol, which is not otherwise signed by the representatives of the Joint Commission, and adopted by the Parliament of Bulgaria, must not remain in the conclusions of the European Council, because it will allow Bulgaria to constantly refer to the controversial parts of this document.

The Council underlines once again that Historical issues should not be an integral part of the Negotiating Framework.

As for the most sensitive issue of identity, and that is  the language, if Bulgaria insists on non-recognition of the Macedonian language, it should be made clear that the citizens, political and state institutions of our country will reject such a Negotiating Framework. Otherwise, according to the French proposal, the language of translation of the acts of the Union is Macedonian, and it can not be the subject of negotiations.

The Council of Ambassadors considers that "it is Sofia's proposal is irrational and unrealistic, as conditio sine qua non to condition the opening of the Constitution due to the inclusion of the self-conscious Bulgarians from Northern Macedonia in the Preamble of the Constitution before the start of negotiations ”.

- It is more than clear that at this moment there are no realistic assumptions for reaching a two-thirds majority. "We believe that this issue should be resolved at the end of the negotiations or at some favorable moment," the statement said.

The Council considers that The EU should guarantee Northern Macedonia that it will not accept the other new proposals on the Bulgarian side that such a move would look like games without borders.

The Council of Ambassadors appeals to all political entities, regardless of their ideological affiliation, in cooperation with the non-governmental sector to make efforts to create common foreign policy positions on issues of state interest in order for the country to successfully overcome obstacles on its path to full membership. in the Union.
