The Assembly will decide on the crisis situation in the energy sector

Today, the Parliament should decide on extending the crisis situation in the energy sector for another six months, from tomorrow until the end of April next year, given that the validity of the government decision for that purpose, which came into force at the beginning of this month, expires today.

After a five-day commission hearing, today's 86th plenary session should discuss the proposed decisions for approving the extension of the deadline for the existence of a state of crisis in the entire territory of the country, due to the lack of electricity and the state of the electricity markets, as and for the approval of the extension of the deadline for the existence of a state of crisis in the area of ​​the City of Skopje, due to the lack of thermal energy, the possibility of using alternative fuel and the state of the thermal energy market. The commission discussion on the proposal for decisions ended the day before yesterday, and it was marked by mutual accusations between the government and the opposition regarding the situation in the energy sector.

Prime Minister Dimitar Kovacevski reiterated yesterday that the heating season will start in Skopje on October 15 and that there will be heating, as well as that negotiations are ongoing with Serbia and Turkey for the provision of energy.

At the parliamentary questions session, Kovacevski pointed out that the Economic and Energy Council has already made decisions according to which all schools in the country are placed on the regulated market, and hospitals will receive cheaper electricity through EVN sales.

- So that there is no physical interruption of teaching, we made a decision to include primary and secondary schools in the regulated market. If the municipalities had reorganized their expenses and rebalanced their budgets and were guided by the fact that there is an energy crisis, there would be no need to be placed on the regulated market. When they made the budgets, they did not take into account that we are in an energy crisis. I said that, but I was criticized, so in the end Danela Arsovska said that she could not deliver anything because we were in an energy crisis. Now everyone realized that they are in an energy crisis, but no one sat down to rebalance, Kovacevski said.

After the proposal of the opposition VMRO-DPMNE for overcoming the energy crisis that was announced the day before yesterday, the leader of the party Hristijan Mickoski called Prime Minister Kovachevski for a debate on the solutions offered in the proposal.

- So that there are no dilemmas, so that there are no ambiguities, I call on the Prime Minister of the Government, Dimitar Kovacevski, to publicly choose a medium together, a day and a time when we will speak to the Macedonian public about what I offer, what the opposition VMRO - DPMNE offers, and what they offer The government, said Mickoski.

The key point of the opposition party's proposal, he said, is additional amounts of domestically produced electricity obtained by using a cheap resource for the economy and economy, so that business can develop and workers can keep their jobs, and additional amounts of heat, so that Skopjes and all users of central heating in the capital do not pay higher bills for heating their institutions and homes.

-Savings of at least 300 million euros, money that this Government will spend in the period that follows, civil, people's money that is not there, and will take it through expensive loans by borrowing on the domestic and international market. Furthermore, an increase in GDP, Mickoski said.

According to the Minister of Economy Kreshnik Bekteshi, if an agreement is signed with Serbia, the country will purchase gas at at least three to four times lower prices than stock market prices. If the contract with the purchased gas from Serbia is finalized, electricity will be produced, part of which will then be sold back to Serbia, and part will be offered to the domestic economy.

If the option for gas is not agreed upon and sufficient funds are not provided for the purchase of natural gas at stock market prices, then, according to the government adviser on energy Viktor Andonov, there is a backup variant, which is the work of fuel oil.

- We hope that it will not come to that final version. If we do not reach an agreement, the heating plants will operate on fuel oil, and the quantities will be provided, which was discussed with Greece, Andonov said on Wednesday.

In the meantime, the Economic and Energy Council made decisions to start the procedure for issuing a license for the production of thermal energy from a regulated market, then primary and secondary schools will be on the regulated market, and all public health institutions will be provided with electricity through ESM sales after more favorable price than the stock market.

On the other hand, there is still no outcome from the talks on the functioning of the cogeneration plant TE-TO in the heating season, as well as between the state ESM and "Adora" for the East and West heating plants. After the insistence of "Adora" for the sale and not the lease of the heating plants, the Government announced that if a solution is not reached in accordance with the Crisis Management Law, the state has the right to make all resources available - both to the state and to the public enterprises and private companies.

"Adora Engineering" informed yesterday that they agree, if a model is found to settle their claims, to move to a short-term lease agreement with JSC ESM until the realization of all the necessary conditions for purchase and sale.

- During yesterday and today, we had extensive meetings with RKE, ESM and BEG, where all parties recognize the unpaid claims that legally belong to us, i.e. debts to Adora for the past period. It has been agreed that RKE, ESM and BEG will find a model in which, at this moment, the claims to Adora will be found in order to start regulating the future relations for the heating plants with JSC ESM. If we reach a solution according to this reasonable request, Adora is ready, although at our financial loss of 550 euros per year, but in the maximum interest of the citizens, to approach a short-term lease agreement with JSC ESM until the moment when all the necessary conditions are met. for sale, says the announcement from "Adora".

If no solution is found to these issues, according to "Adora", the Government has the opportunity to use the relevant articles from the energy and crisis management laws, in order to use the heating plants without our consent, which would mean a direct violation of property rights. .

Since September 1st, the country has implemented cost-saving measures, with which the institutions are obliged to reduce the consumption of electricity by 15 percent, and recommendations have been sent to the citizens to save electricity. The government asked for support in the activities to deal with the energy crisis and from the religious communities with calls for savings.
