According to the Council of Ambassadors, the proposed negotiating framework provides a basis for obtaining a date for negotiations, provided that the bilateral protocol, which has not yet been signed, does not remain in the conclusions of the European Council, as historical issues should not be part of the negotiating framework. .

Ministry of Foreign Affairs yesterday he deafened to the accusations of the opposition VMRO-DPMNE that diplomats from Skopje went to Sofia on secret negotiations regarding the "French proposal". The Ministry of Foreign Affairs did not answer whether they are taking action in this last week of June, in which the rotating French presidency of the EU ends, or are just waiting for the move of Paris, which is expected to eventually propose a final variant of the negotiating framework for Macedonia. Bulgaria and Macedonia last week declared their state positions in the bilateral dispute, with Sofia delivering four and Skopje three red lines that they will not cross when accepting the framework.

VMRO-DPMNE accused the Government of diplomatic incompetence and complete disruption of all negotiating positions with Bulgaria.

- To answer the Government to the citizens, is there today a team from the Ministry of Foreign Affairs that was sent to Bulgaria to negotiate the French proposal? Is it true that this team is negotiating the proposal to be included in the EU protocol? With this silence, is the team from the Ministry of Foreign Affairs shaping the sad fate of the country, away from the public eye? Kovacevski, Osmani, Maricic and all others to answer what they do and what they negotiate secretly, away from the public eye regarding the French proposal - said yesterday the party spokesman Dimce Arsovski, who demanded the resignation of the Government.

According to the Council of Ambassadors, the proposed negotiating framework provides promising grounds to obtain a date for negotiations, but to respect the Macedonian conditions, ie the bilateral protocol, which has not yet been signed, not to remain in the conclusions of the European Council, because historical issues should be part of the negotiating framework. The Council of Ambassadors also believes that the framework should be rejected if Bulgaria insists on non-recognition of the Macedonian language and underlines that Sofia's proposal to open the negotiations to be conditioned by the amendments to the Macedonian Constitution is irrational.

"The Council believes that the EU should guarantee Macedonia that it will not accept the other emerging proposals of the Bulgarian side that such a move would look like a game without borders," it said in a statement.

Meanwhile, Sofia "transferred the ball" to Skopje and said that after the National Assembly adopted a new resolution on Friday, the veto in Brussels is no longer a topic. Resigned Bulgarian Prime Minister Kiril Petkov said "Skopje now has a choice for its future." According to him, Bulgaria can not be responsible for everyone, and by accepting the "French proposal", Sofia managed to protect its national interests. Petkov insists that if Macedonia agrees to the Paris proposal, it will have to include the Bulgarians in the Constitution before starting the negotiation process.

According to analysts, now everything depends on whether and what final version of the negotiating framework will be delivered by France. The political scientist Petar Arsovski says that, given the personal engagement of President Emanuel Macron, a new final proposal is expected from Paris, and if so, it is logical that he will respect the Macedonian positions, because the Bulgarian ones were already placed in the draft, which Skopje rejected it. He says that not everything has to be resolved by the end of this week, and the point at the end of June was to reach a decision on negotiations to be made at the EU Summit. Arsovski explains that even after the end of the French presidency, if Skopje and Sofia accept the framework, negotiations could begin with the convening of an extraordinary meeting of the EU General Affairs Council (GAC), composed of the foreign ministers of the member states. .

- The final French proposal can be adopted during the Czech EU presidency. As a candidate country, Macedonia will be the last to declare itself on the final proposal. If we reject it, it will mean that a future presidency of the Union will prepare a new proposal for a negotiating framework, and the procedure will start from the beginning and will have to go through all the stages, which may take several months. The technical government in Bulgaria can accept the French proposal without a new vote in the National Assembly, if it assesses that the possible final proposal does not deviate from the resolution they adopted on Friday - Arsovski told "Free Press".
