The city shopping center as a thoroughfare. It is ridden with scooters, mopeds, motorcycles and bicycles. Citizens are outraged, appeal that they do not feel safe and demand that someone regulate the movement of vehicles through shopping centers. The Ministry of Internal Affairs told us that they do not have the authority to regulate traffic, why shopping centers are not thoroughfares. The security of the merchant explains that they are security for their own needs and have no authority in the area of ​​establishing public order and peace.
In the meantime, the citizens are left to fend for themselves. The Ministry of the Interior says that the movement through GTC is not under their authority.

- The Road Traffic Safety Unit acts in accordance with the Law on Road Traffic Safety, which regulates the safety and protection of roads. Namely, in accordance with Article 103a paragraph 7 of the Law of the same name, "A driver of an electric scooter must not move on a sidewalk, footpath, or other surface intended for the movement of pedestrians, at a speed greater than 6 km/hour" - say from MIA.

According to them, shopping centers are public areas, but not every public area is a traffic area, that is, visitors to shopping centers are not traffic participants and are not categorized as pedestrians, for which the Road Traffic Safety Unit has no jurisdiction in Shopping Centers.

The City Shopping Center says that their security is for their own needs and they do not have the authority to intervene in the area of ​​public order and peace.

And while no one is in charge, you drive through the shopping centers as if you were on the street. Free Press asked the citizens if they feel safe while shopping in the City Shopping Center, but also in other shopping centers around the city? Citizens outraged by driving through a closed space, say that they often avoid incidents.

- No, I don't feel safe, one shouldn't drive through GTC. It happens that sometimes I'm in danger, I'm careless and they rush and they can easily hurt someone - says a resident of Skopje.

Another explains that the law must be enforced, and whether the police should be there to stop them is not sure.

- Someone must stop them, the shopping center must take care so that the situation does not reach the police. First, security should warn them, so if they have a problem, someone is violent, they will call the police, otherwise there are scooters everywhere and that is very dangerous and we all agree with that. And I don't know why measures are not taken, there are probably symbolic punishments, that's why no one respects the law - says a citizen from Skopje.

Everyone agrees that in addition to security in shopping centers, there should be traffic police walking around and sanctioning offenders. They say that when they start punishing, the driving of scooters and motorcycles through shopping centers will decrease.
