Russian proxies continue to consolidate administrative control over the occupied territories by forcing the population of these areas to pay in rubles, according to a recent report by the Institute for the Study of War.
The US think tank cited Ukraine's top intelligence agency as saying that Moscow-appointed authorities in the occupied city of Kherson are pressuring local workers to sign forms to work for the new occupation government and be paid in the Russian ruble currency.
