The withdrawal of Ukrainian troops from all the new regions of Russia, the Luhansk People's Republic, the Donetsk People's Republic, the Kherson and Zaporozhye regions, and Kiev's renunciation of its intention to enter the Western military alliance, are the two conditions that Russian President Vladimir Putin has set in order to immediately end the war in Ukraine and start peace negotiations.

"As soon as Kiev declares that it is ready for such a decision and begins a real withdrawal of troops from these regions, and also officially informs about the cancellation of plans to join NATO, an order from our side for a cease-fire and the start of negotiations will follows immediately, literally in the same minute. I repeat, we will do it immediately," Putin said, noting that these conditions are "very simple."

Very quickly, the answer arrived from Kiev that Ukraine would not accept these conditions for the start of negotiations. This was stated by Mykhailo Podolyak, adviser to Ukrainian President Volodymyr Zelensky. He considered that it is not a serious attempt to reach a peace agreement and that this proposal is not relevant for any negotiations. Podoljak told Reuters there was "no possibility of finding a compromise" between Putin's statements and the terms for ending the war set by Ukraine.

At the meeting with the leadership of the Russian Ministry of Foreign Affairs, Putin emphasized that Russia is ready to sit at the negotiating table for Ukraine tomorrow, but he was adamant that Moscow needs a neutral, non-aligned, non-nuclear status of Ukraine for a peaceful solution.

"If Kiev and the Western capitals reject it, as they have done so far, it is, after all, their business, their political and moral responsibility for continuing the bloodshed." It is obvious that the reality on the ground, on the battle line, will continue to change, and not in favor of the Kiev regime. And the conditions for the start of the negotiations will be different," said the Russian president.

He also stated that the essence of the Russian proposal is not a temporary truce or cease-fire, as the West wants to stop losses in order to further arm the Kiev regime and prepare it for a new offensive.

"I'll repeat, it's not about freezing the conflict, but about ending it definitively." Our principled position is the neutral, non-aligned, non-nuclear status of Ukraine, its demilitarization and de-Nazification, all the more so since they agreed to these parameters as a whole during the negotiations in Istanbul in 2022," Putin said, specifying that then "everything is related to demilitarization was clear, everything was stipulated and agreed upon".

Putin emphasized that the rights, freedoms and interests of Russian-speaking citizens in Ukraine should be fully ensured, the new territorial realities, the status of Crimea, Sevastopol, Donetsk and Luhansk People's Republics, the Kherson and Zaporozhye regions as subjects of Russia should be recognized. Federation. And all those basic principle provisions should be confirmed in the form of fundamental international agreements.

"Normally, this presupposes the lifting of all Western sanctions against Russia. I believe that Russia is proposing a variant that will allow the war in Ukraine to end realistically. That is, we call for the tragic page of history to be turned. And yes, even if it is difficult, gradually, step by step, relations of trust and good neighborliness are beginning to be established between Russia and Ukraine and throughout Europe," concluded the Russian leader.
