The celebration of the Framework Agreement did not calm the passions in the Albanian bloc
The commemoration of the 23-year-old since the signing of the Ohrid Framework Agreement, which ended the military conflict on Macedonian territory on August 13, 2001, divided the Albanian parties from the opposition and the government.
To the hand extended by the government coalition partner Worth joining the state celebration of the anniversary, DUI responded with a parallel celebration in its own organization entitled Academy of Legitimacy which will be held on August 13 at the Alexander Palace Hotel.
DUI's "pain" for the legitimacy of the government appeared after the elections when the winner VMRO-DPMNE chose the Vredi coalition as its partner in government, which won fewer votes and fewer seats than the European Front led by DUI.
"President Ahmeti announced a series of activities to respect the Ohrid Agreement and the ethnic legitimacy that springs from the spirit of the Ohrid Agreement and, consequently, he has engaged an international expert team led by Paul Williams, the author of the text of the Ohrid Agreement in 2001. The team is working on several proposed ideas to prevent disrespecting the will of the voters in the future and violating the spirit of the Ohrid Agreement, noting that the essence of the Ohrid Agreement is to prevent the dominance of the majority (majorization) over the second largest ethnic community by promoting a true multi-ethnic and consensual democracy, announced in July by DUI.
The Vredi coalition, that is, the president of Alliance for Albanians and Minister of Health Arben Taravari he once again told his colleagues from the opposition DUI that they must come to terms with the fact that they are no longer part of the government and called on them to join the state celebration of the anniversary of the Ohrid Framework Agreement.
Taravari emphasized that historical events have never been the private property of anyone, but will always be events that belong to the citizens who live here.
-Somehow DUI always tends to privatize certain events. They still cannot accept that they are the opposition, but they need time and they will get used to it, they will accept it. Anyone can organize private parties. We have invited them to tomorrow's event organized by the Government of the Republic of Macedonia, they are welcome, and private parties should continue, let them organize themselves, Taravari said.
A modest celebration for the anniversary
DUI spokesman Arbr Ademi presented on his Facebook profile a clip from the rebalancing of the budget of the Ministry of Community Relations, with which the 6 million denars foreseen for the anniversary of the framework agreement are reduced to 4,3 million denars with the rebalancing, as well as the reduction of the budget for the commemoration of the day of the Albanian alphabet, for which 3,6 million denars are provided, which with the rebalancing fall to a million denars.
On the occasion of the 23rd anniversary of the Framework Agreement, the government is organizing a formal reception at the Museum of Contemporary Art, where First Vice Prime Minister Izet Majiti will give a speech, after which a cocktail is planned for the guests.
According to the government decision of July 5 of this year, the Vice Prime Minister and Minister of Inter-Community Relations Ivan Stoilkovic is in charge of the celebration, who, in the shortest possible time, undertakes to request the consent of the Bureau of Public Procurement for the implementation of a public procurement procedure, through negotiation without publication of an announcement. for the use of the funds foreseen in the budget for 2024 due to the urgency, i.e. the approach of the day of the celebration.
The data from the Public Procurement Bureau show that the announcement was published in July, with a deadline for submitting offers until July 31, but on July 26 a decision was made to cancel it, so there is no information on how much it will cost to organize this event, which in previous years packaged as a music happening "Peace Festival", thousands of euros were spent from the state coffers.
By the way, after the initial call from Vredi to join the joint government celebration of the anniversary, Ademi accused the Albanian coalition in power of handing over the Ohrid Agreement to the "Putinist Ivan Stoilkovic", thus handing the Albanians over to "Vucic and Putin".
Ademi emphasized once again that Vredi are "losers in the presidential and parliamentary elections, without legitimacy from the voters" and "a pendant of VMRO".
"Consequently, this monoethnic Government has no legitimacy to organize the anniversary of the Ohrid Agreement. Also, the means to mark the anniversary of the Ohrid Agreement, Stoilkovic and this mono-ethnic Government reduced them, just as they reduced them to mark the Day of the Albanian Alphabet", Ademi wrote on Friday in reaction to the press conference of Vredi, which was led by the daughter of the late Albanian politician Imer Imeri, who is one of the signatories of the Framework Agreement.
- No one has the right to devalue the benefits for the Albanians from the Ohrid Framework Agreement. That's why I appeal to you not to make divisions between our people. We should all mark this day with respect. Your intentions are transparent and read in advance. Don't desecrate August 13, 2001. The date that brought peace, now 23 years later you use it for divisions among the Albanian people just because you are the opposition, said Saranda Imeri on Friday.
I use her in the name of her father's character and work to address Ali Ahmeti personally:
-Albanian patriotism must not be used as a defense against crime and dishonest politicians. The dead and living fighters of the UCK, as well as the signatories of the Framework Agreement, Imer Imeri and Arben Xhaferi, had sincere intentions and did not fight and work for rigged tenders and personal enrichment, Imeri said.
On Tuesday, in the ceremonial hall of the government of the Republic of North Macedonia, a ceremonial session will be held on the occasion of the anniversary, which will be addressed by Prime Minister Hristijan Mickoski and Vice Prime Minister Izet Mejiti.
The framework agreement and open issues
The signatories of the Ohrid framework agreement on August 13, 2001 were the then president of the state Boris Trajkovski, the prime minister and president Ljubcho Georgievski as leader of VMRO-DPMNE, the leader of SDSM Branko Crvenkovski, Imer Imeri, president of PDP and Arben Xhaferi, president of DPA. EU and US representatives Francois Leotard and James Perdue signed as guarantors of the agreement.
With the agreement, apart from ending the military conflict, the rights of the ethnic communities for their adequate and fair representation in all levels of government were promoted by introducing higher democratic standards at the state and local level and promoting consensual democracy.
A Secretariat for the implementation of the Ohrid Framework Agreement was also established, for the successful implementation of the agreement, which in 2019 was transformed into the Ministry of Political System and Inter-Community Relations.
In the spirit of the Ohrid Framework Agreement, more than 130 laws, legal amendments and additions were passed to introduce the principles of non-discrimination and fair representation, and a smaller part are from the sphere of identity, culture, education and decentralization of power.
At the parliamentary elections in the Vredi coalition, he made a request that the new government would ask the Constitution to eliminate the definition of the Albanian language as 'another language spoken by at least 20% of the citizens' and that the Albanian language, in his letter, become the official language throughout the entire country on an equal level with the Macedonian language.
