Borg said that Malta has full confidence in the OSCE and its role in promoting peace, security and dialogue even against the background of war.
"Even in difficult situations, this organization remains a cornerstone of multilateralism," he said.
He added that reaching a consensus among all participating countries is not an easy task, especially in times of division.
