From the total number of responses, 15,38 percent of citizens believe that illegal construction on state land can be prevented by confiscation of illegal construction, 5,92 percent of them stated that the solution is higher fines, and the rest believe that it can be prevented with strengthened powers of inspectors, huge sums for legalization, while 1,78 percent do not know how to prevent illegal construction.

According to the mayor of the Municipality of Centar, Goran Gerasimovski a good example and a confiscation will make those who want to build a certain facility in the wild to think twice about starting such a thing.

In the municipality of Centar, said Gerasimovski, there are wildly constructed buildings both on state land and in a green zone. For the disabling of two such larger facilities, the sums are enormously high, and for the complete removal of the ruins even three times more. Disability, Gerasimovski assesses, is not a solution because the buildings often become shelters for the homeless.

We are only talking about disabling the functionality of the facilities for which we are facing high demolition costs, which is about 5,5 million for two buildings to disable them from being functional. It will cost three times more to completely remove them from the plots. If we just disable them and leave them, we face a bigger problem that homeless people will move in and cause additional problems for the population in that area. There is a greater number of thefts, burning of certain objects that pollute the air and the like, and for those reasons and problems we are facing, we are looking for a way to confiscate certain illegal constructions despite the demolition, explained Gerasimovski.

According to him, the idea of ​​the municipality is to solve the problem as in the surrounding countries, by solving the problem as in the past, ie with partial confiscation. All those funds that were spent for confiscation, for the disabling of illegally built buildings, in some cases, should be confiscated by the state and be repurposed for other needs, i.e. be either retirement homes or handed over to socially endangered families, etc., said the Municipality of Centar.

Regarding the proposal of the Initiative for the confiscation of illegally built buildings, Gerasimovski mentioned that the purpose of its implementation is to confiscate buildings that are built on state land or a green belt where there are unknown perpetrators. The initiative was submitted to ZELS in April.

Through this Initiative, we want to intervene in two legal solutions - the Law on dealing with illegally built buildings and the Law on the management of confiscated property, property benefits and seized items in criminal and misdemeanor proceedings. If this Initiative becomes a reality, after the confiscation, the municipalities will use the facilities for the needs of their citizens, said Mayor Gerasimovski.
