Citizens' complaints about utility bills also reached the ombudsman

Last year, the Ombudsman received 218 complaints for examination of the arrears, for enabling the conclusion of agreements for payment of arrears, as well as for the inability to pay the debts and regular invoices.

The last calculations are made and the necessary data are collected from all companies at the state and local level, which should be translated into a legal solution that will enable the forgiveness of interest on the debts of the citizens. However, the law is not tied to deadlines, although it is part of the Fifth Package of Measures, Deputy Prime Minister Fatmir Bitiqi explained in a recent media appearance. He expressed hope that there will be no obstacles to his vote in Parliament and that it will happen soon, as soon as it enters the procedure. The solution should cover at least 180.000 citizens to whom public companies and other state-owned companies and institutions will have to write off interest on their debts, provided they pay the debt in 12 installments.

Citizens and unions are cheering for the law to be passed as soon as possible, in order to avoid executors and blocked accounts. The Prime Minister Zoran Zaev last year he pointed out that this is a way for public companies to collect their debt.

- We have many public companies, state and municipal, which can not collect regular bills because they register citizens as debtors, and citizens can not pay old and new bills. Hence, the intention is to write off all interest rates on debts that are for individuals, for citizens who reach the state and municipal institutions - said the Prime Minister.
The debts of the citizens and their complaints were also found in the latest report of the Ombudsman, in which a special part is given to the rights of the citizens as consumers in the daily use of public services by the companies, public enterprises and various mobile operators. According to the data, 218 complaints in this area were processed.

- Most of the complaints were addressed against the operation of EVN Macedonia AD - Skopje and mainly refer to disconnection from the electricity distribution network, or to a request for examination of the arrears, to enable the conclusion of agreements for payment of arrears, as well as for inability to pay debts and regular invoices. Many of the complaints were filed against BEG, among other things due to the regulation of the debt situation - points out the 2020 Report.

The Office of the Ombudsman also points out the practice of inappropriate action of the PRO and especially the City of Skopje, due to which the citizens who appear as tax debtors were unjustifiably endangered both the personal and the existence of their families because they remain without any longer cash income.

- This is because on their part in the procedures for collection of broadcasting fee, personal tax, property tax or some other tax, the decisions for forced collection are prepared exclusively through blocking of transaction accounts in banks, and not in another way provided by law. (such as, for example, by prohibiting the use of only one third of the salary or pension of the tax debtor, which is paid to him by his employer or by the PDIF) - is noted in the Report.

So far, several amendments to the laws on interest write-off and debt rescheduling have been adopted in the country. The last one dates from February for debts until the end of 2017 and does not cover the announced debts older than three months.
