Revealed secret contract for the Railway Station in Novi Sad: What are the omissions and who should be held accountable?

Every day there is more and more evidence confirming that the tragedy at the Railway Station in Novi Sad, when the canopy collapsed and 14 people died, could have been avoided if those responsible for supervising the reconstruction had done their work, some Serbian portals publish. Sufficient fact for this thesis can be found in the contract on the basis of which the reconstruction of the building was carried out, which is still classified as confidential, and was accessed by the editors of Insider. This document shows that the authorities in the relevant ministry and the state company that was the investor of the works had the opportunity, but above all the obligation, to control the works.

The contract signed in 2018 by the then Minister of Construction, Zorana Mihajlovic, on behalf of the Government of Serbia as the financier of the works, acting the director of the state company "Railway Infrastructure" Miroljub Jevtic on behalf of investors and representatives of two Chinese companies China Railway and China Communication Construction Company (CCCC), as reported by Insider, foresees a clearly defined control system for the construction of high-speed railway and station buildings on the 108-kilometer route of the section Novi Sad - Subotica - state border Celebija.

It was planned that the Ministry or the state enterprise would choose the Supervisory Authority to control the entire project. According to Insider, a consortium of six companies was responsible for the construction control of the entire route, but it is not specified which one is in charge of which part of the section. As Nova.rs already wrote, this work worth 37,5 million euros was awarded by the Ministry of Construction, Transport and Infrastructure to a consortium consisting of six companies. The holder of the job is the Hungarian "Project Bureau Utiber", and there are also "AG Institute", "Utiber Road Investment", the entrepreneur Slavisa Ilic, the Hungarian company "Vikoti" and finally "Egis".

According to the Agreement, the Supervisor had the obligation to stop the project when problems arose. The engineer Zoran Djajic, who was hired as a consultant, as he himself stated, informed the contractor company that the substrate under the marble slabs that make up the facade was not in good condition, but no one reacted.

The supervisory authority had all the powers and the Chinese companies, as contractors, and their subcontractors could not do anything without the approval of that body. In addition to the Supervisory Authority, another control mechanism called the Notified Body was foreseen. However, it is not known whether that body was formed at all and, if so, whether and what it did, Serbian portals write.
