The Assembly has not held sessions for a month and has not passed laws since Prime Minister Zoran Zaev announced his resignation on October 31, ministers rarely appear in public, and for now it is uncertain when and how a new parliamentary majority and government will be formed.

The system is blocked and this situation with an undefined parliamentary majority and dysfunctional institutions must end as soon as possible, because it is harmful to the citizens, analysts warn. The Macedonian Parliament has not held sessions for a whole month and has not passed laws since Prime Minister Zoran Zaev announced his resignation on October 31, after losing the local elections, and ministers rarely appear in public. It is uncertain when and how the political solution will take place, and the new government, according to the constitutional deadlines, can be formed around the New Year if a parliamentary majority is agreed these days. If no agreement is reached, the uncertainty will last.

The Assembly has hardly been working since this summer. In August, MPs were on vacation, in September the election campaign began and a dozen laws remained unaddressed, including one for a non-working day on Sunday and a higher minimum wage. The government, on the other hand, does not submit new proposals to the legislature, although a law on state of emergency, amendments to the law on pardon, loan laws for the main gas pipelines Gostivar - Kicevo and Sveti Nikole - Veles, as well as the highway Skopje - Blace were announced this fall. . During this period, only the Budget Committee works in the Parliament to run the legal procedure for the adoption of the budget for 2022.

Davitkovski: They receive a salary, but do not appear at sessions

According to the professor from the Faculty of Law at UKIM, Borce Davitkovski, at the moment we have a blockage of the system.

- All this will strongly affect us, additionally. Many areas will not be regulated, laws will remain un passed. MPs act irresponsibly towards those who elected them. They receive a salary and do not appear at sessions. The government and the opposition are in a ratio of 60 to 60, they are playing with the quorums, in the style you provide 61 MPs, so we will also enter the session. Democratic processes and political life have stopped. The bus accident in Bulgaria additionally only revealed all the weaknesses of the institutions. It just shows how far we are. Here, I will ask - are the three firefighting planes that they said will be serviced by October serviced - says Davitkovski for "Free Press".

He emphasizes that we did not learn a lesson from the fires this summer, nor from the fire in the Tetovo hospital, and now the catastrophic bus accident has happened.

- How to live from today to tomorrow. We are in a total blockade of the system. The state did not even remember to organize a commemorative session for the victims. "Only the parties are hitting each other," Davitkovski said.

Klekovski: Lethargy is felt, which must stop

Analyst Sasho Klekovski says that there have been many examples around the world when there is no majority or parliament in parliaments, in some cases the situation lasted for months, but that was not a problem in those societies because they have functional institutions.

- We have a problem. It is not so big if laws are not passed for a month, as a big problem is the dysfunctional institutions, for which there are clear signs. This situation must end an hour sooner. It is understandable that it takes time to form a new majority, agreements are made, combinations are made. But it must not last too long. Lethargy is felt, which must stop. As if we are left to the conscience of the parties. Important laws remained unadulterated, for me personally the most important is the law for completion of the highway to Ohrid - says Klekovski.

He warns that the longer this undefined situation lasts, the more it is to the detriment of the ruling parties, because the citizens expect solutions from them.

Neziri: We do not have functional institutions

Analyst Xhelal Neziri points out that it again shows that we do not have functional institutions that provide quality services to citizens, although MPs and officials receive salaries for that.

- The solution to this situation is to provide a functioning government, which we do not have at the moment due to an undefined majority. MPs should act proactively and responsibly towards society and citizens. We persistently have the same syndrome in our democracy, if the leader does not work and the institutions are paralyzed. We should learn from other people's mistakes, and unfortunately, we do not learn from our own - says Neziri.
