Dozens of laws are stuck, and no session has been held either by any of the committees or any other parliamentary body, nor is a plenary session scheduled.

The Assembly which is theoretically in a permanent session, two weeks is practically in full "Active" downtime. Dozens of laws are stuck, and no session has been held either by any of the committees or any other parliamentary body, nor is a plenary session scheduled.

The President of the Assembly Talat Xhaferi with a group of MPs from Monday is on a study visit to the Bundestag in Berlin, while the other more than 100 MPs are "on a big vacation".

So, the only activity of the Assembly in these two weeks will be that of the parliamentary delegation, which will lay flowers at the monument of Saints Cyril and Methodius on the plateau of UKIM on the occasion of May 24 - the Day of All-Slavic educators. The delegation will be led by the Vice President of the Assembly Goran Misovski, which means that Xhaferi, after the incident with the services, and after returning from Berlin will avoid the journalists. There are no scheduled committee hearings for next week either, and Xhaferi's informal press briefing, originally scheduled for May 25, has been canceled, which is a regular practice of the president in recent years. According to the announcement of the speaker, a new plenary session is to be held on May 26, which will be dedicated to parliamentary questions.

The authorities say that Xhaferi, after setting the agenda at the last session last week, recommended the commissions to continue working. The commissions for labor and social affairs and agriculture were supposed to convene, but they are not scheduled either, because they are chaired by opposition MPs. When asked why the Commission for Elections and Appointments, which is supposed to determine the proposals for constitutional judges, and whose chair is from SDSM, did not continue working, the government said that the debate will continue when they agree with the opposition.

Lawmakers from the government almost every day call on their colleagues from the opposition not to block the work of the Assembly. They claim that the opposition has not scheduled a session of the agriculture commission for half a year, that it has been blocking the Law on Service in the Army for two years with 2.000 amendments. When VMRO-DPMNE started to implement the active blockade, the coordinator of the parliamentary group of SDSM Jovan Mitreski stated that VMRO-DPMNE can not be for the salvation of agriculture when it blocks the law on agriculture and rural development for three months, it can not be for to block the law on photovoltaics for eight months, that it has been blocking the legal solution for local roads and infrastructure for two years. On another occasion, SDSM accused that VMRO-DPMNE blocked more than 60 laws, including the law on teachers and professional associates, laws related to the work of municipalities, the law on the Clinical Center, for value added tax стерот Minister of Agriculture Ljupco Nikolovski, in an open letter, he called on VMRO-DPMNE leader Hristijan Mickoski and "his" MPs to give priority to agricultural laws to help farmers.

The opposition, on the other hand, blamed the government for the blockade in the Parliament.

- Even if we want to block, we can not because the MPs from the government are not in the Assembly for a whole week. The opposition is not the one holding back, but the majority is not in the Parliament. Nikolovski can grant subsidies to tobacco growers, to ensure the sale of agricultural products, but they rejected our draft laws - say from VMRO-DPMNE.

Will the authenticity of the recording with Xhaferi be determined?

Unofficially, according to government sources, if the chairman of the Commission for Mandate-Immunity Issues, Pancho Minov, schedules a session, the authenticity of the recording of Xhaferi insulting the officials will be determined first, and then it will be determined whether he violated the Code. It is unclear whether outside experts will determine the authenticity of the recording.

- The Assembly has committees where it is considered how much the MPs respect the code of ethics. Some MPs have initiatives in that direction and that is why I would call for the procedure to be followed. The Assembly is a separate government in the country and I, as the Prime Minister, can not conduct a procedure in it. Many things are said in the Assembly. I can not rate a recording on which only voices are heard. The best answer will be given by those who were there - said Kovacevski.

The opposition, which filed charges against Xhaferi, said that their MPs were in the hall at the time of the incident and would testify about Xhaferi's outburst.
