A proposal for the decision on the redistribution of funds between the budget users of the central government enters the parliamentary procedure today. The fact that there will be a conversion of items has been talked about in the public for a long time, but the proposal-decision came to light three weeks before the end of the year, basically before the close of this budget year.

According to the experts, it is not a question of a classic rebalancing when the income and expenditure sides are changed, but individual items are changed. According to the draft decision, the list from which it will be cut is long. There will be less money for the institution of the President of the Republic of Macedonia, for the Intelligence Agency, for the State Audit Office, for the State Commission for Prevention of Corruption, for the State Election Commission... That is, money will be cut from almost everything that bears the stamp of a commission or agency, and mainly money will be cut from capital expenditure reserves and from procurement.

There is less money for the Government, and thus the amount for salaries, for temporary employment, for contract services, for the purchase of machines and equipment is reduced... The items in the Ministry of Finance, in the Ministry of Foreign Affairs, in the Ministry of Energy are also being cut.

In fact, with the preliminary distribution, the money that remained unused is detected, and it is given to the PIOM Fund, to the Railway, to settle obligations based on the Program for balanced regional development, to settle obligations for food for convicted persons, to upgrade the information system for human resources, for the implementation of the Animal Health Protection Program, for drugs for patients with rare diseases, for construction and reconstruction projects for water pipes, for the implementation of the Annual Program for allocation and use of funds for projects in the communal infrastructure for 2024, for health insurance of social assistance beneficiaries, for reconstruction, professional supervision and construction of police stations, for reconstruction and extension of PHI facilities, for procurement of vaccines for outbreaks epidemic of children and an increased amount of HPV vaccines, for obligations to PHI for health services for people suffering from malignant diseases, for the procurement of insulin, for adaptation and construction of facilities for social protection, homes for the elderly and kindergartens, for overhead costs for school and student dormitories, student scholarships and participation in student dormitories, for overdue obligations for construction activities for the regional centers for vocational education, for the implementation of projects and the annual program in the area of culture…
