They threw the registration documents in the face of a person with multiple sclerosis

A citizen who suffers from multiple sclerosis and has a certain disability, and because of which at the same time according to the Law on Public Roads he is allowed to be exempted from paying certain fees when registering a vehicle, the day before yesterday at the Automakedonia technical inspection station in the Skopje settlement Avtokomanda, he was not was allowed to register his car. The reasoning from the police officer who worked at the counter of the Ministry of the Interior was not adequately communicated, that is, he was told that he did not have all the documents for his illness and therefore he would not be able to register his vehicle. Our interlocutor for Free Press says that he is surprised by the misbehavior of the counter worker and has already reported the case to the Ministry of the Interior.

- I have been suffering from a serious disease for years, more precisely, I have multiple sclerosis. For several decades now, after my health problem was diagnosed, I have been registering my vehicle without any problem with the documents I have about my health condition, that is, I am exempt from certain fees according to the Law on Public Roads. The day before yesterday, this practice was prevented, that is, even though I had all the documents for the registration of my vehicle, I was not stamped by the official who works at the Automakedonia technical inspection station in Autokomanda. He briefly told me that you don't have the documents, you need a certificate, I don't know if you have this kind of illness and I won't stamp you in the traffic office - says AA from Skopje. for "Sloboden Pechat", which clarifies that the worker practically threw the documents in his face.

Our interlocutor, who is visibly shaken and disturbed by yesterday's event and at the same time cannot use his vehicle because he was left without registration and therefore fears for his health, says that the insolence of the police officer at the counter in Automakedonia towards him additionally she disturbed him.

- The clerk, whose name I think was Milica, asked me for additional documents so that she could stamp my traffic license. When I asked her which ones, she cheekily answered me, you know who praises you here. Confused, I immediately went and brought all the medical records I have, even a new certificate from a family doctor that I have multiple sclerosis. However, even after that and the conversation with her, I was neither allowed to be exempted from the tax nor to register my vehicle - explains AA from Skopje.

"Sloboden Pechat" turned to the Ministry of Internal Affairs and asked for an explanation as to why the citizen was not exempted from the duties of the clerk, which according to the law he is allowed, but also why he was not allowed to register his car later, despite the fact that he expressed his desire to pay the travel fees. The Ministry of the Interior answered us that the Department for Internal Control always acts on all complaints from citizens, as an organizational unit in the Ministry responsible for examining cases of illegal, unprofessional and unethical behavior of the employees of the Ministry of the Interior.

- The Department of the Ministry of Internal Affairs always carries out checks, examines the allegations in the complaints from the citizens and if the police officer is found responsible, the case is documented and processed. The Ministry of the Interior is dedicated to providing the best services to the citizens, and if a case of inappropriate behavior is found, it will be sanctioned accordingly - said the Ministry of the Interior, while not specifying whether the indicated official was treated.

In their response to "Sloboden Pechat", the Ministry of the Interior says that people with disabilities, including those with multiple sclerosis, have benefits according to the Law on Public Roads.

- According to Article 65 of the Law on Public Roads, the vehicles of persons suffering from dystrophy, multiple sclerosis, cerebral palsy, paraplegia, hemiplegia, polio (poliomyelitis), blind persons with vision impairment over 90% of persons and other citizens who have a disability. What is important for these citizens when registering the vehicle is to always bring the necessary documents for confirmation of their health status and in that direction they will always be issued in anticipation of their rights that they possess - said the Ministry of the Interior.

By the way, this is not the first time that a police officer reacts inappropriately towards people with disabilities. Starting from the importance of general mobility for persons with disabilities, the Law on Public Roads allows exemption from payment of certain fees for persons with a specific type of disability. Therefore, the vehicles of the persons of these persons are exempted from payment of compensation for the use of public roads (road tax) which is part of the compensations that are paid during the annual registration of the vehicles. In order to exercise this right, when registering their own vehicle at the technical inspection stations, they must submit for inspection documentation on the health condition / type of disability (findings and opinion, medical report where the diagnosis G35 is clearly indicated).
