Abuse of official position and authority on several occasions, selection of companies and payment of state money without prior procedure for public procurement, and thus damage to the budget in the amount of almost 1,5 million euros. These are parts of the indictment filed today against the ex-Secretary General of the Government, Muhamed Zeqiri by The basic public prosecutor's office for prosecuting organized crime to the Basic Criminal Court Skopje.

In the indictment filed by the prosecutor Katerina Kolarevic, it is stated, among other things, that Muhamed Zeqiri, in the period from April 2021 to March 2022, using his official position and authority, acted contrary to the provisions of the Law on Public Procurement on two occasions. without conducting an appropriate procedure for public procurement in which a legal entity would be selected in a competitive manner to implement the necessary activities, concluded two contracts with two legal entities as service providers.

Apart from Zeqiri, at the same time the Croatian citizens, part of the company that provided consulting services without being selected in a tender, were also accused.

According to the Public Prosecutor's Office on 04.05.2021/795.000/130.000, the accused, without conducting a tender procurement procedure, knowingly assisted by the suspected Croatian citizens, inaccessible to the law enforcement authorities, concluded a contract for consulting services with a legal entity in the amount of 57.932.100,00 euros without VAT in denars. This legal entity, in which one of the suspected Croatian citizens is a co-founder and manager, was established twenty days before the conclusion of the Agreement. After the concluded agreement, the legal entity concluded an Agreement for consulting services for the value assessment procedure, as well as in-depth recording of AD Posta na Severna Macedonia Skopje with the second suspected Croatian citizen, for the amount of 18 euros in denars. During the critical period, on several occasions, funds were paid from the RSM Government's account to the account of the legal entity, with which a significant illegal property benefit was obtained for the legal entity in the total amount of MKD XNUMX, which represents the amount according to the contract increased by XNUMX% VAT, and for what amount the RSM Budget was damaged, according to the Prosecutor's Office.

The second - Contract for consulting services is for support in the process of potential privatization of Railways of RSM Transport AD Skopje and was concluded the following month, i.e. on 23.06.2021, with another legal entity as a service provider (consultant). The contract had a total value of 772.400 euros in Denar equivalent without calculated VAT. On the account of this legal entity, the RSM Government, based on an issued invoice, initially paid an advance of MKD 11.284.162,00 for holding an initial meeting with the legal entity, i.e. for the official start of the project, and then based on four more invoices were paid budget funds in the amount of 26.247.138,00 denars, for which amount the RSM Budget was damaged.

With the described actions, the defendant obtained illegal property benefits of considerable value for the two legal entities in the total amount of MKD 89.385.255,00, for which he damaged the RSM Budget.

Considering that the circumstances still exist on the basis of which the measure of house arrest was determined for the accused, the prosecutor in question proposed to the court its extension.​
