Minchev: We need an efficient and accountable public administration that provides quality and easily accessible services
The remarks noted by the European Union in the latest report of the European Commission on the country's progress were the topic of conversation at today's meeting of the Sectoral Working Group for Public Administration Reform in the Government, in which the Minister of Public Administration Goran Minchev also participated. At the meeting, it was also discussed about the ascertained remarks, weaknesses and abuses of the balancer, which was abolished by the Constitutional Court, noted in the previous reports of the European Union.
-According to the latest report of the European Commission, the achievement of the public administration reform is moving with moderate progress. The reform itself has a key role in ensuring efficiency, transparency and responsibility in the work of state institutions, which, in turn, is essential for the European integration processes of every country - Minchev said at a press conference in the Government after the meeting of the Sectoral Working Group for Public Administration Reform .
He emphasized that, according to the report, we have a well-established strategic framework for the reform of the public administration, but the process for realizing the vision of a depoliticized, efficient and accountable public administration that provides quality and easily accessible services for citizens and the business community should be started.
- Only reformed public administration contributes to sustainable economic growth, rule of law, social cohesion and well-being. We proactively approached the implementation of the measures and activities with the established deadlines in the action plan of the Strategy for Public Administration Reform 2023-2030. We will remain committed to ensuring that the Strategy does not remain only on paper, but to have an efficient and complete implementation - emphasizes Minchev.
The goal of the Public Administration Reform Strategy 2023-2030, as he said, is to create an inclusive and transparent administration that is focused exclusively on the needs of citizens and provides quality services.
- Citizens must have confidence in the administration and institutions and feel that they exist and work for them and their demands - he says.
The fair representation of the ethnic communities, he emphasizes, is a constitutional category and within the Government there is an expert group that notes, suggests, notices and makes proposals for a new legal solution that would first be submitted to the Venice Commission, after which it would be finalized as a legal solution.
-Exclusively experts work in this area in order that this law would not again be subject to possible repealed articles or provisions by the Constitutional Court. Until the new legal solution, the announcements are based on the knowledge base, and those contests that were started on the basis of the balancer will be completed, as well as those announcements for the institutions that do not have an obligation for a balancer - said Minchev.
He added that there is no need to hurry with the adoption of the new legal solution in order for it to be of good quality, applicable, have real implementation and no abuses.
- Chumu is the fair representation of the ethnic communities if those people who are admitted do not have the appropriate quality and cannot respond to what is most important, which is the services to the citizens. That is why we need a very careful constitutional solution with a recommendation from the Venice Commission and with real implementation - said Minchev.
In response to a question, he said that he is more in favor of re-educating the currently incompetent public servants and reassigning them to jobs where they can fulfill their work tasks based on their affinity, education and quality, rather than going for a variant of reduction of public administration, but as he said, there are other solutions. He pointed out that the public administration can be reduced naturally, i.e. due to retirement, departure from the public administration,...
- It is a subject of debate and maybe in the future some legal solutions will be reached - Minchev pointed out.
Regarding the demands of the unions, the basis for the calculation of wages should be the average, and not the minimum wage, he said that it is not possible to meet the demands of everyone, but a good balance can be found that will satisfy the negotiating parties.
