The French president Emmanuel Macron called for the creation of a "European political community" that could accept Ukraine.

After the adoption of the possible candidate status for Ukraine's accession to the EU, which is being studied by the Commission, it would take "many years to reach membership, and for the sake of truth, probably several decades", Macron said and asked himself: "How to organize Europe from a political point of view and beyond the European Union?" For this, he wants to create a "European political community".

"This community" will enable democratic European nations that adhere to our core values ​​to find new space for political cooperation, security, cooperation in energy, transport, investment in infrastructure, the movement of people, especially our youth, "he continued.

- The European Union, given its level of integration and ambition, can not in the short term be the only means of structuring the European continent. There are more Balkan countries involved in the membership process, and they need to continue on their way because they have a commitment that has already been made. But we need clarity in relation to this new geopolitical context to find the way to our Europe of its unity, its stability, without weakening the intimacy built within our European Union. That is why we have a historic duty not to do as we have always done and to say that the only answer is not accession. "I am telling you this honestly, to open a historical reflection commensurate with the events we are experiencing for the organization of our continent," Macron said.

The French president takes this idea from history, more precisely from 1989, from his predecessor, the president Francois Mitterrand, who opened this debate as the Soviet Union disintegrated, proposing the creation of a European confederation. Mitterrand's preamble was not accepted. Undoubtedly, it was too early, because it included Russia in this confederation, which was certainly too fast and unacceptable for the states that had just freed themselves from the yoke of the Soviet Union.

- It is our historical obligation to respond to that and to create what I would describe to you as a European political community. This new European organization will enable democratic European nations that adhere to our core values ​​to find new space for political cooperation, security, energy cooperation, transport investment in circulatory infrastructure, and especially the inclusion of our youth. "It will not necessarily prejudge future membership of the European Union, nor will it (the European Political Community) be closed to those who have left the EU," Macron said.

"We must unite our Europe according to its geography with the desire to preserve the unity of our continent," he concluded in Strasbourg, announcing consultations in the coming weeks with his European partners on the subject.
