Amendment of the preamble for the inclusion of Bulgarians and other communities in the constitution, overcoming the vacuum during the resignation and election of a new minister and the vacuum for the already dissolved Assembly to be able to sit on important issues, replacing the wording "20 percent" with the wording "Albanian language", that the Minister of Justice should not be a member of the Judicial Council ex officio, are just some of the proposals that the Minister of Justice Krenar Loga believes should be adopted in a package with the opening of the Constitution. At a press briefing, Loga offered the opposition VMRO-DPMNE not only to delegate its representatives to the working group for constitutional amendments and the new electoral code, but also to all working groups that will be formed in the Ministry of Justice. The minister came up with an offer, apart from VMRO-DPMNE representatives, to also offer presidents of working groups.

"I am in communication with all stakeholders in the state, with the Prime Minister Dimitar Kovacevski, the President of the State Stevo Pendarovski and with other prominent persons and I believe that the working group will be formed very quickly, in days or weeks. It is being considered not only in the part of the preamble that the Constitution should undergo changes, but to solve the issue with the vacuum that happened for the signing of the Eurobond with the resignation of the minister and the election of a new minister, in the part where the Minister of Justice is ex officio a part of the Judicial Council , in the part that was problematic during the pandemic when the Parliament could not sit because it was dissolved, to change the wording "20 percent" with the wording "Albanian language". However, we need to have a consensus on all these issues, and for us the priority remains the amendment of the preamble in the section on the inclusion of smaller communities," Loga said.

He expects the opposition to be part of the working group, not only for constitutional amendments, but also for the Electoral Code and all other working groups related to reforms not only in the judicial system but also in other areas.

He indicated at a press briefing that The Constitution will have to be opened and that it is only a matter of time when the work will be established group. He did not reveal who will be the constitutional law experts who will have to prepare the text of the preamble.

Loga is optimistic that VMRO-DPMNE will delegate its representative to the working group for the new electoral code, where he also offered them a presidential position. According to Loga, first of all, the observations of OSCE and ODIHR will be entered into the new electoral code, and VMRO-DPMNE should not stop the process in order to obtain a refined text of the electoral regulation.

When it comes to changing the electoral model, i.e. that VMRO-DPMNE first requires the authorities to agree on one electoral unit so that they can then delegate their representative, Loga said that the president of VMRO-DPMNE Hristijan Mickoski is not honest.

"For me, this is a lack of political will and courage to change the electoral processfrom lawsкHe said Logo.

He added that if there is no agreement for one electoral unit, then the current solution with six electoral units remains.
