Cuts with the rebalancing: Dimitrieska-Kochoska was the most angry about the expenses in the Government

The redesigned state treasury is already in operation. According to the Minister of Finance, Gordana Dimitrieska-Kochoska, there will now be more money for pensions, for salaries and for all legal obligations that the state has, which the previous government did not take into account. All internal reserves in the planned basic budget have been used for that, but new borrowings are also foreseen.

"Sloboden Pechat" made an analysis where the minister saw the most unrealized projects and unnecessary expenses. Everything was done in the Government, in the Ministry of Defense, in the Ministry of Finance, in the Judiciary, the Inspection Council, in the Agency for Administration...

The biggest pruning is in The government. During the presentation of the rebalance, the Minister of Finance stated that the Government has made cuts wherever possible. With the basic budget in 2024, 84,3 million euros were allocated for the Government, and with the revised budget 62,4 million. There are 353 employees in the Government. Their tasks are to determine the development and economic policy of the country, to propose measures to the Assembly and to determine policies for the execution of laws and other regulations, to coordinate the process of strategic planning at the central level....

Less money for transport, catering services…

Within the Government Budget, money has been reduced for the Committee for the Investigation of Aviation Accidents and Serious Incidents from 292.000 euros to 160.000 euros, the Fund for Innovation and Technological Development from 18,3 million euros to 12,5 million euros, the amount has been reduced and for activities for economic development for which 36,5 million were foreseen, and now they are 28,4 million. For the reform of the public administration, the amount is three times lower than planned, so now it is 134.000 euros. There is also a big decrease in the item Goods and services - from 16,7 million euros to 11,1 million euros.

There will be less money now The Service for General and Common Affairs of the Government. 21,7 million euros were planned for there, and now 19,4 million euros are planned. As can be seen from the document on the rebalance, there is less money for reconstructions and for the construction of facilities of state institutions. Within the service, the money for transportation, for catering services, for air service has also been reduced.

Minister Dimitrieska-Kochoska was also zealous towards her Ministry - she cut the budget from 37 million euros to 26,6 million euros.

 It is difficult to build hospitals

What was presented as the most worrying information in the public is the reduction of money for Ministry of Health from 124,6 to 117,1 million euros. The document clearly states that there is a significant reduction in money for the reconstruction and extension of public health facilities, for medical equipment, for outpatient clinics in rural areas, for the General Hospital in Kichevo, for the Clinical Center in Shtip. The minister emphasized that for all projects for which there is no adequate realization, they have provided money that cannot be spent until the end of the year.

The budget was also cut Ministry of Defense, from 327 million euros to 294 million euros.

Among the institutions that "catch the eye" with a reduced budget is The inspection council, where his budget was reduced from 659.000 euros to 527.000 euros. The Inspection Council is an independent body of the state administration with the capacity of a legal entity, responsible for: establishing and maintaining the registers and the information system for management of inspection supervision; adopting a program for the inspector license exam – general part and organizing and conducting the exam; adoption and implementation of the annual program for generic training of inspectors...

Fierce reactions in the public were also caused by the cutting of the budget the judiciary from 46 million euros to 45 million. The money for public prosecutors and the Judicial Council has also been cut. The finance minister said in a press briefing that they are only asking for the money to increase their salaries. At the same time, as a counterargument, he pointed out that in six months the European Court of Human Rights lost cases due to the "right to a trial within a reasonable time" worth 3 million euros.

With the rebalancing, the Budget received a completely new framework. Now the income side is 5,17 billion euros, which is even 133,7 million euros more than in the basic budget. Or, expressed as a percentage, revenue growth is projected at 2,6 percent. The expenditure side is a "heavy" 5,9 billion euros, which is as much as 322 million euros, or 5,6 percent more than in the basic budget.
