Janevska: Irregularities identified at the universities in Tetovo, Ohrid, Struga, the inspection has not been completed
Certain problems and deficiencies have been identified in the process of controlling the work of universities and higher education institutions. The Minister of Education and Science, Vesna Janevska, says that the process is not yet complete, but they are gradually determining "one irregularity after another".
In the weekly interview for Radio Free Europe, she pointed out that there was an illegal election of two teachers at Tetovo University and that the inspection is still ongoing there.
- We have problems at the University "Apostol Pavle" and irregularities have been established there. There was a serious problem at the university in Struga, where we closed the medical sciences department. These are again ongoing processes that are still in the analysis phase because the Law on Educational Inspection also provides certain guidelines on how to work. For some omissions it is said that they should be removed within a certain period, then the State Education Inspectorate goes to check whether they have been removed or not. It does the check again, if they are removed, a new report follows. If they are not removed, there will be some penalties and currently in two cases we have the so-called settlement when the university has to pay a penalty. The settlement is made by the MoE so that the penalty is lower. So, there are two such processes taking place at the moment. We closed two scientific institutes and I think that we will close two more soon, says Janevska.
When asked if universities will be closed, the minister replied that she could not claim that at this moment, but the inspection, as she said, "will tell what needs to be done when it is finished."
Regarding anti-discrimination in education and the fact that in the proposed amendments to the Law on Basic Education it is stated that "any direct or indirect discrimination on the basis of gender, race, nationality..." is prohibited in basic education, but "gender identity" is deleted and "sexual orientation", as stated in the current law, Janevska answers that by stating "and other" in the text, all types of discrimination are covered.
- We are absolutely against any kind of discrimination, but after the reactions of the Macedonian public, the entire public, we concluded that we should be careful about how we express ourselves. We have continuity and the Law on Secondary Education mentions gender equality. Lest there be any misunderstanding, at the end of the sentence there is "and other" which covers any kind of discrimination. I don't know why we should burden the law and list all types of discrimination that exist, because that is nomotechnics. The word "and other" at the end of the sentence covers all possible existing types of discrimination, the minister clarified in an interview with Radio Free Europe.
