The most important documents in a country are passports and ID cards. When these documents cannot be taken out for "technical reasons", the state seems to have signed a temporary bankruptcy for the citizens. They can not leave the country, those who are abroad, and whose passports have expired in the meantime, can not return, and those who do not have an ID card are completely blocked in their normal functioning - from the inability to use their bank accounts, all the way to where it is necessary to attach the personal identification document.

To serve such problems to the citizens is, to put it mildly, inadmissible. In this way, the rights and freedoms guaranteed to the citizens by the Constitution are violated. And worst of all, this is not the first case. This is already becoming a practice. Only now the reason is found in the pandemic, in the long standstill, because the institutions did not work at full capacity. The pandemic as a reason can not be ignored, and the explanations from the Ministry of Interior are reasonable that after the relaxation of the measures there is a huge number of registered citizens requesting passports and other documents that their numbers do not correspond to a usual dynamic. But is the pandemic the only reason for the total fiasco with the citizens' documents? If we recall a little, and 2020, before the pandemic, began with a lack of forms for identity documents, ID cards, driver's licenses and passports. The then technical Minister of Interior Nake леulev stated that the lack of forms for passports and ID cards is a result of the poor analysis that was made, but also pointed out that there are no forms for driver's licenses. An internal control was then announced to determine the problem. And so…

Now there are no terms for new passports because 4.000 passports were required per day, a certain type of driver's license can not be issued because there are no forms for them, and there were no license plates for vehicles due to a tender procedure, but this delay according to the Ministry of Interior received a dismissal after a contract was concluded with a temporary economic operator a week ago. Regarding the ID cards, however, the authorities assure that the reason why the citizens can not get their ID cards in a normal period and why new terms are received only in August, is because there is a huge rush for IDs, but unofficially says this is because there were no plasticized ID cards!

Excuse such as - someone complained about the tender, so there are no license plates for vehicles, so the plasticized plates and similar "arguments" are missing, should be a reason for fines and for calling to account. Is there anyone in the country who leads that process? Do those responsible in the institutions have a name and surname? If so, has anyone called them to account? If the problem is the insufficient precision of the regulation on who announces a tender, are there people in the institutions who see that, who will propose changes? The answers are obvious - there is no responsibility, no order. The pandemic is a mitigating circumstance, but far from being the only culprit for the chaos with the documents that can cause a lot of headaches to the citizens.
