Greece accelerates defense reforms

The Ministry of National Defense of Greece plans in 2025 to accelerate the reforms in the armed forces started in 2024, in order to create a more flexible, economically sustainable and less bureaucratic structure.

According to ministry sources, the reforms, which focus on modernizing both the structure and operations of the military, have now been expanded to include personnel management. Kathimerini. 

This includes cutting senior administrative roles.

The reform process also includes the closure of military bases, and the second phase is expected to be completed by March 2025. In 2024, ten bases were closed, and another 127 are slated for closure in 2025. These measures aim to save approximately €1,7 billion over the next decade by reallocating resources to critical units in Euros and the islands, where staffing levels currently stand at just 30% capacity.

Another key reform is the consolidation of three separate funds that manage assets for the Army, Navy and Air Force into a single entity called the Defense Assets Fund. This fund will focus on supporting housing policies and ensuring self-financing for military settlements.

The reorganization plan also includes the creation of new commands, such as the establishment of the Joint Air Defense Command, which should become operational by the first quarter of 2025. This command will oversee Greece's air defense systems.

However, management faces significant challenges. Despite increases in pay and benefits for military personnel, voluntary departures in all branches remain high, reflecting increased competition in the labor market.
