Citizens who have poor delivery of heat should receive lower bills
According to The Rulebook for determining the quality of the delivered thermal energy, consumers where it is ascertained by a decision by the commission for checking the quality of the delivered thermal energy that they have poor quality delivery of heat should receive lower bills, informs Energy and Water Services Regulatory Commission (ERC).
- We asked the heat suppliers to make solutions that will correspond to the actual situation determined on the ground during the inspection, after consumers complained that they have a lower temperature or their radiators are cold. According to the rulebook, the supplier is obliged to make a decision that will correct the bill, depending on how much the temperature deviates from the prescribed one, said ERC President Marko Bislimoski.
He points out that if in January some of the consumers where poor quality delivery of heat was found with a decision, after a control by a commission - the supplier should invoice a smaller bill.
- The Energy Regulatory Commission asked Skopje North when preparing the invoices for January not to take into account the days when there was no delivery of heat. Additionally, we request that the competence of the state inspectorate for technical inspection be expanded and, in addition to a commission from the supplier that controls the quality of heat delivery, inspectors go out on the field to measure the temperature if it deviates from the prescribed. The supplier must not charge even one kilowatt hour that he did not deliver, Bislimoski emphasized.
