German Economy Minister Robert Hubeck has warned Hungary not to block the imposition of an embargo on oil imports from Russia to Europe.
"We expect everyone, including Hungary, to seek a solution," Gabek said.
In a statement to German media, Haber expressed disappointment that the EU had not yet agreed on an embargo on Russian oil and that Germany was prepared to ignore Hungary's participation in order to speed up the process.
"If the EC president says we should do it like 26 countries without Hungary, then that is a direction I would support," Habek said. However, he added that he had not heard of that option from the EU.
Among the 27 EU members, Hungary is the most vocal critic of the planned embargo on Russian oil. The EC has proposed a phasing out of Russian oil imports by the end of the year.
