Gashi is being attacked, a new blow for the defenders
Neither VMRO-DPMNE, which has a majority, pushed the matter, nor SDSM appeared at the Commission session to react to the arbitrariness of President Ilire Dauti, who decided not to discuss the law on defenders
The law on defenders will definitely remain in the drawer of the President of the Parliament, instead of a session Afrim Gashi, after the president of the Parliamentary Commission for Social Policy Ilire Dauti convened the session, but without the point for the defenders. Gashi and officially confirmed that he has no intention of convening the Commission, and the day before Doughty in a statement to "Sloboden Pechat" she said that while she is the president of the working body, defense attorneys will never be on the agenda unless the former members of the ONA do not get the same rights as them.
VMRO-DPMNE and SDSM, although they supported the need for the law, for the move of Gashi and Doughty, they passed the ball to each other yesterday as to why the attempt to advance the rights of defenders failed again.
- The President of the Assembly cannot, as a matter of business, call a session of the mentioned committee, because it was already called and held today at 11 o'clock by the president of the committee - said Gashi's Cabinet.
Gashi refers to article 126, paragraph 3 of the Rules of Procedure, which states that "if the president of the working body does not convene a session when he is obliged to do so or if the working body does not have a president, the session is convened by the president of the Assembly and the session is chaired by the member to the working body that will be determined by the President of the Assembly until the end of the session".
But the President of the Assembly does not answer why he does not schedule the Commission, because President Doughty refused to put the legal solution for the defenders at the session. The Speaker did not even answer whether Doughty will be held responsible for violating the Rules for refusing to act, even though he obliged her.
Gashi sent a letter to Doughty to schedule a Commission session with an agenda item for defense attorneys.
"At the 14th session of the Assembly of the Republic of Macedonia, the Assembly decided to discuss the Draft Law on amending and supplementing the Law on the special rights of members of the security forces of the Republic of North Macedonia and members of their families, following a shortened procedure, submitted by MP Slavjanka Petrovska. Based on Article 176 paragraph 1 of the Rules of Procedure of the Assembly of the Republic of Macedonia, I oblige you to discuss the proposal of the Law", writes in the letter from Gashi to Dauti.
This case is a precedent that in the future may cause each president of a parliamentary committee to decide on his own conviction whether to discuss legal solutions or not, depending on whether he likes them. It follows from this that only the President of the Assembly and the presidents of the committees can practice filibustering, after the new Rules of Procedure denied that opportunity to the MPs.
Once VMRO-DPMNE expressed unreserved support for the law on defenders, proposed by the SDSM deputy Slavjanka Petrovska, about the fate of the law yesterday gave an identical explanation as the speaker Gashi. When asked why Gashi did not schedule the Commission to discuss the law on defenders as scheduled by the Financing Commission after the President Sanja Lukarevska from SDSM refused, Bojan Stojanoski from VMRO-DPMNE says that there is an essential difference.
– The President of the Committee on Financing and Budget, in accordance with the Rules of Procedure, does not comply with the provision to schedule the Committee within 24 hours. The president of the departmental committee, which was supposed to find the law on defenders, did it. Yesterday, the Commission for Social Policy was scheduled, at which the law on raising pensions was passed. Just like at this Commission, the proponents Slavjanka Petrovska and the MPs from SDSM did not appear at the meeting to request additions to the agenda. Why they did that, the question should end at that address. VMRO-DPMNE has already said that the defenders have and will have our support. Those politicians who did not support the law three times should tell why they are only ruffling feathers in public, and when they should show direct concern, they do not appear at sessions - said Stojanoski.
Petrovska, on the other hand, referring to the support of VMRO-DPMNE for the law on defenders, expects the Commission to be convened.
- Given that VMRO-DPMNE and Prime Minister Mickoski personally expressed their support for this law, I expect them to use their authority as the largest ruling party and in accordance with the Rules of Procedure of the Assembly to allow the procedure to continue - says Petrovska for "Sloboden Pechat" ".
