
The counterfeit license for "Pulse" was at one address, and the market inspection went to another
The company "MMMM Cafe Dooel" from Kocani, which operated the "Pulse" cabaret, received a fake business license issued by the Ministry of Economy, which listed the street as the address where the disco was registered. "Krizevska number 2" in Kocani.

This address in the industrial zone in Kocani, near the roundabout, is also the address that the State Market Inspectorate had in its register for conducting inspections in 2023, but then was not registered as an address at which surveillance should be carried out, but as address where the headquarters of the company "DPTUU "MMMM cafe DOOEL" Kochani is located, contrary to what is listed in the Business Network.
In the fake license, however, issued on March 13, 2024, the addresses are listed in reverse and in an accurate manner - the headquarters is on "Dimitar Vlahov" and the "cabaret" building is on "Krizevska" street, as it was in reality.
According to documentation that "Sloboden Pechat" received from whistleblowers, an inspector from the State Market Inspectorate conducted surveillance on June 28, 2023, not at the address where the disco had been located since 2012, but in a building on the street. "Dimitar Vlahov No. 5 basement – 33" Kochani, which is not the same address as the disco. This information is confirmed by documentation that "Sloboden Pechat" received from whistleblowers from the State Market Inspectorate (DPI). It is possible that the inspection was carried out in the second, now demolished cafe of the informal owner Dejan Jovanov - Deko. On paper, the manager of the company was the bartender Aleksandar Karadakoski, who was injured in the fire.
The supervision conducted by the inspector on June 28, 2023 was extraordinary, and in the register of inspections carried out, the column for imposed measures is empty, which means that most likely no irregularity was found.
A weekly report was published on the website of the State Market Inspectorate on November 11, 2024 (you can access it at the following link). link), which shows that on 29.10.2024, an extraordinary inspection was carried out again in the legal entity DPTU MMMM Kafe DOOEL Kochani (to which the fake license for "Pulse" was issued) to check whether the Law on Protection from Smoking was being complied with, but no irregularity was found. It has not been published at which address the inspection was carried out.
Our sources claim that complaints for extraordinary inspections to the SMI in Skopje regarding the company "MMMM Kafe DOOEL Kocani" reached directly to the SMI department in Shtip, and not in Skopje.
According to data in "Business Network", "MMMM Kafe DOOEL Kochani" was founded on May 15, 2020, and the company's headquarters are at "Dimitar Vlahov" No. 5. In the register of the market inspection, however, the headquarters are at "Krizevska" where the facility is actually located.

The company MMMM cafe DOOEL has a blocked transaction account and operated in the "restaurants" business. However, the building where the "Pulse" disco was located was actually registered for light industry, and not for catering.
There were numerous shortcomings in the construction, which did not meet the strict safety standards for it to function as a cabaret. The building did not have a hydrant network or a hydrant in use. There were not enough fire extinguishers according to the square footage of the building, that is, there were only two. There were not two exit doors, as prescribed for the evacuation of people, and one improvised metal door at the back of the building was locked with a padlock and without a handle from the inside, covered with plasterboard and sponge for sound insulation. There was no access for fire trucks from both sides, in accordance with the Regulation on Protection against Fires, Explosions and Hazardous Substances. The interior of the building was covered with plasterboard that did not have fireproof properties. There was neither a suspended ceiling with a fire resistance of at least 30 minutes. There were no doors with a fire resistance of at least one hour, nor a system that would warn visitors that a fire had broken out with a loud sound signal. The "disco" was illegally lined with flammable materials for sound insulation. Pyrotechnic materials were illegally used in the facility at a height of three meters.
An official from the State Inspectorate for Construction and Urban Planning was also present at the cabaret and stated that the building where the accident occurred was registered as a light industry building with an area of 419 square meters. The building had never been converted from light industry to a catering facility. Despite the fact that there had been no conversion, it had received a permit from the Ministry of Economy to operate as a catering facility, issued 15 years ago.
On March 16, a horrific fire in this unlicensed facility killed 59 people.
