The two faces of Siljanovska Davkova and the nameless state

President Gordana Siljanovska-Davkova retains her right to use the constitutional name in official communication and in official documents, and after she was "scolded" at the inauguration, the state remained nameless in her official appearances. At the final press conference of the Summit of Heads of State and Government of the participants in the CSEE, the president, as a skilled orator, never once mentioned the name of the country that is the host and chairman and only once mentioned "Macedonian chairmanship of the process". Officially at the press conference, along with Albanian President Bajram Begaj and Montenegrin President Jakov Milatović, she was introduced as "president", and she thanked them personally and on behalf of the citizens.

She was determined that she is not violating the Constitution by not using the constitutional name and believes that such behavior will not cause problems for the country. She invoked the divine "right of each of us", from the Roman god Janus, god of the sun, and later of war and peace who, according to mythology, had 2 faces: one youthful, looking forward, into the future, and one old, that looked back, in the past.

The Greek media reported her statement given at the final conference of the PSYEE meeting in Skopje, but instead of the god Janus in the translation from Macedonian to Greek they wrote "the yin-yang symbol".

- Let me remind you that my personal documents, passport, identity card, all the documents that come out of the Cabinet bear the constitutional name, that is within the framework of international law and within the framework of the Constitution. It is true that every statement of people from politics, those in positions is interpreted as if it were an official act, but each of us, like Janus, has two faces, one official and one other. As a human being I have the right, I repeat from the time of Socrates until today, within the framework of freedom of thought and free expression of thought, to express myself as I express myself as I do and I do not think that this is a violation of either the Constitution or international law - Gordana Siljanovska Davkova said last night, answering a journalist's question.

Due to the excessive freedom of thought of the president, not only the constitutional name "Republic of North Macedonia" magically disappeared from her vocabulary, but also the controversial short "Macedonia" which especially angers the southern neighbors because of the same name with their northern province "Macedonia", officially recognized where they are located archaeological sites from the ancient Macedonian kingdom of Alexander the Great, known and visited by tourists from all over the world. From the first hour of Siljanovska's inauguration, the Greek side interpreted the non-use of the constitutional name as a violation of the Prespa Agreement, to which both Washington and Brussels reacted.

It is true that Biden, in his speeches and press conferences in Washington and throughout the American states, when speaking about internal problems, uses the short name "America", but when he represents this powerful country on the international political stage, he does not minimize its greatness and reputation and does not forgets or omits the full name of the superpower.

This comparison with Biden was recently highlighted by the president herself as an excuse why she does not have to use the constitutional name, which by the way, according to the Prespa Agreement, is for general use. This agreement, on the other hand, does not prohibit the use of the adjective "Macedonian", nor does it dispute the Macedonian language and nation, as did the Greek side, the opposition at the time, and the current government of New Democracy considered it a bad agreement when signed by Zaev and Tsipras in 2018. year, but after coming to power Mitsotakis did not challenge it or think of suspending it. The Prespa agreement, despite all the protests and the referendum outcome, opened the country's path to NATO, and then enabled the beginning of accession negotiations for EU membership.

Siljanovska claims that she is not deviating from the European path, but her rhetoric does not correspond with the declared commitments. Regional cooperation, respect for neighbors and building stable economic, political and security ties is a condition for tracing the only path which is full membership in the EU.

The president boasted that the Greek Minister of Foreign Affairs, Giorgos Gerapetritis, during his short visit to Skopje, sent "regionally colored" messages, how the countries of the region should help each other, to build the rule of law and respect for international law. For the Deputy Minister of Foreign Affairs of Greece, Alexandra Papadopoulou said that she knows her from the past.

But the acquaintance with Papadopoulou when she was the ambassador in Skopje 12 years ago does not mean much because the experienced diplomat visited the Macedonian president in an interview for "360 degrees" that the right to self-determination and freedom of expression can apply to ordinary citizens, but not to high-ranking ones. state representatives representing the state.

– When the Prime Minister, the President or the Minister of Foreign Affairs, or the Minister of Defense speaks in an official capacity, they represent the state, and the state has a constitutional name that is determined and agreed upon by an international agreement concluded within the framework of resolutions of the UN Security Council. Let me clarify once again – this name, the constitutional name of the country is a name for universal use (erga omnes) agreed upon in accordance with international law and must be respected. It is not a personal issue - reminded Papadopoulou.

Apart from the fact that President Siljanovska-Davkova did not utter the constitutional name when taking the oath on May 12, it was also lost from her official website. To the celebration in the Vatican, she took a wreath on which she wanted to write "RS Macedonia", but there was not enough space, and from the office of the Italian President Giorgio Mattarella, she came out with a written statement, which she read confusedly and in which she did not mention the country at all, and also in Berlin. The official name of the country is not mentioned in any announcement from the President's Office for all official meetings with ambassadors and foreign statesmen, which leaves the impression that Gordana Siljanovska-Davkova is an institution in a country whose name is not worth saying publicly.
