Today, the State Commission for Prevention of Corruption (SCPC) informed that it was determined that the rector of the University "St. Cyril and Methodius ”, Nikola Jankulovski, received two salaries, one from the Clinic for Digestive Surgery and one as Rector of UKIM. After being elected rector, he did not put his job in Digestive Surgery on hold, and according to the law he should have.

Translated in this case, as said the president of the SCPC Biljana Ivanovska, 70 percent of the time he can use as rector, and 30 percent can combine as a professor and as a surgeon.

The SCPC proposes that the director of the University Clinic for Digestive Surgery in Skopje, Zoran Karadzov, be held criminally liable for abuse of office. There will be criminal responsibility for the rector, who was supposed to submit the request to the Clinical Center, which did not do so and gained material benefit. The SCPC proposes that other universities examine whether the situation is similar.

- SCPC proposes the University Clinic for Digestive Surgery in Skopje to make a decision to put on hold the employment of Nikola Jankulovski, to harmonize the agreements between the Senate and the Rector in accordance with the Law on Higher Education, to determine the criteria for determining the salary of the rector, the fact that so far it has not been regulated by law as employment of the rector - said at today's session the member of the SCPC Shemshi Salai.

The SCPC on its own initiative will check the employment in the Prilep Hospital during the elections. It will only be considered whether there are jobs or not and how they are made.

Ivanovska informs about a case submitted by a dentist from PHI Gostivar who complains to the director of this institution, because he did not announce a competition for specializations.

- With the program made by the Government for the needs of specialist and subspecialist staff in accordance with the network of health institutions 2015-2018, this Health Center from Gostivar is covered with two places, for pediatric and preventive dentistry. However, I do not know for what reasons the director said that he would not publish such an announcement. The applicant addressed several institutions and inspections and the Board of PHIs who report that this competition was not announced because there were no funds - said Ivanovska.

The Law on Health Care, as he said, states that the Program is published by the Government, and the public health organization must provide financial resources. She suggested that they send an initiative to the Minister of Health to reconsider the responsibility of the director of PHI Gostivar.
