Failure to give consent to grant Macedonian citizenship to the controversial Ukrainian Oleksandr Onishchenko was made in the Department for Communication with Strategic Partners in the National Security Agency, the director of the National Security Agency revealed in today's report to the Parliament. Viktor Dimovski. The Ukrainian-Russian businessman with a warrant in Ukraine and under the sanctions of the USA, passed through the Macedonian intelligence and got a Macedonian passport by government decision.

"When we went in to analyze, we found that this level, which should have made an international consultation with partners within NATO, made an approval, but signed that there is no security risk without taking the last step, that is, consultation with partners within NATO," said Dimovski after the session of the parliamentary commission that supervises the work of the National Security Agency and the Intelligence Agency.

He explained that when someone applies for Macedonian citizenship, it goes through counter-intelligence departments, to counter terrorism and violent extremism, and to protect vital economic interests. When it comes to an applicant from a country that is not a member of NATO, the request also goes to the fourth sector, for strategic cooperation, which should make checks based on its own records and based on communication with strategic partners in NATO. Responsibility is located in that sector.

"We still have to determine whether it is an omission or whether it is an intention, or whether it is a matter of some kind of lucrative interest, none of this is excluded and my first interest is to find that out, Dimovski added."

He did not reveal what liability the "person and possibly others involved" would face, but said it was possible she could end up with "disciplinary, criminal or any liability."
