- I see a clear determination of Russia to win this war. Russia will not negotiate until it wins - Borel said at the expert forum in Barcelona.
He added that he was not optimistic about how this conflict could develop during the summer, but that the EU should continue to provide military aid to Ukraine.
Borrell said earlier in Brussels that, while he continued to coordinate military aid to Ukraine from the European Union, he did not feel like the EU's top diplomat but rather "the bloc's defense minister".
