EU foreign policy chief Josep Borrell has said the EU should abandon the principle of unanimity, which prevents it from making important decisions once enlargement returns to the Union's agenda.

He wrote an original text on the results of last week's summit of EU leaders, reports Anatolia.

"As we encourage EU enlargement, so should we make a similar effort to reform the EU and our decision-making." Because the enlarged EU should be able to act more easily. "It also means narrowing the scope of consensus rules in foreign policy and other areas and making more decisions by a qualified majority," Borrell wrote.

Borrell noted that it took the EU a month to accept the sixth package of sanctions against Russia at the end of May, but that some of the points agreed in the Council (such as the sanction for Patriarch Kirill of the Russian Orthodox Church) could not be reflected in the final package.

"We experienced a similar dynamic at the beginning of the accession talks with Northern Macedonia and Albania, with one country (Bulgaria) blocking a decision that everyone else could accept," Borrell said.

Borrell pointed out that the unanimity system has negative consequences for the EU's credibility and efficiency.

He said the idea of ​​a "European political community" by French President Emmanuel Macron had been accepted by all summit leaders.

"The European political community can enable candidate countries to participate immediately in various EU policies. "It can include, if they wish, certain countries that are not required to join the Union, such as Norway, Switzerland or the United Kingdom."
