Besimi regretted the 30 percent salary increase, the solutions put in a drawer

Due to the impossibility of determining the specificity of the work tasks and the special responsibility arising from the work position, we will regulate the application by specifying the provision of the Law on Budgets or with the Law on the Salary System in the Public Sector itself, said Minister Fatmir Besimi.

The employees of the Ministry of Finance are protesting because they did not receive the promised 30 percent salary increase, as was predicted.

Pressure was created in the public - why there is a planned salary increase for some in the Budget for 2023, and not for others.

The Ministry of Finance says that the team that creates the state budget performs a very significant and responsible role in society, and their salaries are lower than the salaries in other institutions that are under this Ministry, as well as the entire "Finance" sector.

- In conditions where the most significant reforms in public finances are being implemented, which are a prerequisite for accelerating economic growth, but also part of our path to the European Union, it is necessary to strengthen the professional, expert staff in the Ministry of Finance, which is the leading institution in the financial sphere. We will take all measures so that the high responsibility assumed by these employees who work with billions of euros for the citizens, as well as their expertise, is properly valued - indicated the Minister of Finance Fatmir Besimi.

Besimi pointed out that the average salary in the Ministry of Finance is even two times lower than the average salary in the entire "Finance" sector. There, the average is 49.800, and in the Ministry it is 26.000 denars.

- When it comes to management positions in the "Finance" sector and the Ministry of Finance, this ratio is several times higher. At a time of major reforms in public finances and compliance with the acquis of the European Union, it is necessary for the professional and professional staff to remain in the institution and to prevent the outflow of staff, which has been happening for the past years - says Besimi.

The Minister of Finance emphasized that the solution will be sought in the Law on Budgets.

- Due to the impossibility of determining the specificity of the work tasks and the special responsibility arising from the work position, we will regulate the application by specifying the provision of the Law on Budgets or with the Law on the Salary System in the Public Sector itself, which is in the final stage of preparation as a systemic solution within the framework of the public sector - explained the minister.

The Union of Trade Unions of Macedonia for Alsat says that they will file a complaint against Minister Besimi.

- The minister has withdrawn all decisions on salary increase, the salary has not been paid at all and now he would have asked for an interpretation that the increase will not be for all employees of the ministry but only for two sectors. I don't know how he will do it, the law stands, there is no proposed law to amend the law on budgets, where salary increases are foreseen. A very strange action of the minister and we are preparing a warning before a lawsuit - said Trpe Deanoski, president of the Union of UPOZ.
