German Foreign Minister Analena Berbock accused Russian President Vladimir Putin of terror targeting the infrastructure and civilian population in Ukraine.

"The fact that this terror on the infrastructure continued after the winter shows that the Russian president wants to destroy the country, wants to destroy people's lives here," Berbok said today during a visit to one of the largest power plants in Ukraine.

She was briefed by Ukrainian Energy Minister Herman Galushchenko about the situation at the power plant, which was destroyed last month.

Galushchenko said Russia fired a total of 11 missiles at the site. Of these, only six were shot down by the Ukrainian air defense system because there were no more anti-aircraft missiles available.

The German minister appealed "to international partners around the world that air defense should be strengthened to protect not only the big cities, but also the infrastructure."

"Even on warm spring days, Ukraine's electricity supply had to be cut as central coal-fired power plants were hit by targeted attacks," Berbok said.
