As many as 186 job vacancies in the administration are active

We do not have an efficient administration and that is noted in all European reports, 10-15 years ago, says university professor Borce Davitkovski.

Open advertisement for employment of 76 executors in the municipalities, a dozen advertisements for teachers in schools, 13 executors in the Health Insurance Fund, 7 in the Pension Insurance Fund, as well as other employments in the state and public administration can be read on the official website of Agency for Administration. The total number of vacancies for which there are active advertisements in the administration is currently 186.

The supplementary budget envisages that 513 million euros will be paid for salaries and allowances of the administration this year, ie 0,5 percent, or 2,5 million euros more than the "original" budget for this year. The Prime Minister Zoran Zaev presenting the supplementary budget, he said that "strict control is being done over new employments, in order to optimize the public administration".

University professor Borce Davitkovski, on the other hand, assesses that we do not have an efficient administration and reminds that this has been noted in all European reports, back 10-15 years.

- There should be political will to sort out the public administration so that citizens can quickly and efficiently exercise their rights before the state administration bodies. Without political will, officials will be least motivated to be a service to citizens, but they will be a service to the Government.

He says he still expects an influx of new job postings, because "they are our folklore before all elections".

- It is unfortunate that the citizens have to wait in lines again to get a birth certificate at their place of birth to receive it electronically. Nobody cares about the citizens - says Professor Davitkovski indignantly.

There are 1.332 institutions active in the public sector of Macedonia, in which 131.183 people have been employed, according to the official report from the Register of Public Sector Employees in 2020.

Davitkovski says that if we look only at the numbers of the state administration, that number is not large, about 20.000 employees. But even in the public administration itself (schools, kindergartens, hospitals…) there is a lot of unproductive staff, which is not related to the basic activity. Thus, as an example, Davitkovski points to education where half of the employees are from teacher to university professor, and the other half are other staff. The same situation is in healthcare where half of the staff are "white coats" and the other half are executors.

Budget figures, on the other hand, show that with the current rebalance, the share of salaries and allowances of the public administration is 11,7 percent in relation to the total budget expenditures. However, the figures also show that there is a percentage reduction in the item salaries and contributions in relation to the total expenditure. That share 5 years ago was 13,2 percent of total expenditures.

The average age of these employees in the public sector is 46,05 years, for women the average is 45,24 years, while for men 47,02 years. There are new jobs continuously due to filling vacancies after retirement. But, before the elections, there are constant reactions due to the increased number of announcements. The upcoming local elections should be held in October, and according to the Electoral Code, from the day of announcing the elections to the day of holding the elections, no more than 90 days can pass, nor less than 70 days. After the announcement of the elections, new employments are prohibited.
